- This document provides guidelines for a Partial Mutual Exchange of working Tours (PMXT) for job-related educational and training programs approved by the Philadelphia Fire Department
- This procedure permits a Partial Mutual Exchange of working Tours.
- Each member is responsible to exercise the appropriate control dictated by rank in the directive's implementation.
Deputy Commissioner, Operations:
- Will approve or disapprove all requests to participate in the PMXT program.
Assistant Chief:
- Will establish an approved list of PMXT participants.
- Will distribute the PMXT list to all Divisions.
- Will review PMXT applications between Deputy Chiefs assigned to field commands.
Deputy Chiefs:
- Will coordinate all PMXT applications as outlined in Section 4.1.3, d & e.
- Will review all PMXT applications for the rank of Battalion Chief within their division.
- Responsible for maintaining an accurate Master List of approved members of PMXT privileges EACH semester.
- Will review all applications for PMXT for Captains working for Lieutenants and vice versa.
Battalion Chiefs:
- Will review all requests for accuracy and compliance with this directive and the Forms Directive.
- Will forward to the Deputy Chief of their division any applications for PMXT that have required getting a substitute from outside their own battalion; especially those of an emergency nature, or when Captains and Lieutenants are requesting to substitute for each other.
- Will forward all applications for PMXT privileges to Division Headquarters, along with any comments which he/she feels are necessary.
- Will forward applications to respective member’s companies.
- Will inform the Deputy Chief of any member who is believed to be abusing the program.
Company Officers:
- Will review all requests for accuracy and compliance with this directive and the Forms Directive.
- Will forward all applications for PMXT as soon as possible to the Battalion Chief.
- Will inform the Battalion Chief of any member he/she believes is abusing the program.
- If time does not permit proper notification, information may be relayed via phone with forms to follow.
Applicant and Substitute:
- Will be responsible to relieve the other member at ANY location at the time of relief (cover-up, fireground, block check, hydrant inspections, training at the Fire Academy, etc.).
- NO OVERTIME will be paid due to late relief of a PMXT.
- This is a MUTUAL agreement between two members.
- Continued lateness in relief will result in revocation of PMXT privilege by the Fire Commissioner.
- Applicant will complete all necessary forms and allow his/her company officer to review and forward them.
- Will make arrangements to work in their assigned station when the PMXT will require substitution coming off a tour of duty or entering a tour of duty.
General Information and Guidelines:
- All members will make themselves familiar with all guidelines of this Directive and will be responsible for arranging for a substitute of their same rank and for preparation of the necessary forms.
- PMXT will be on a rank-for-rank basis. However, Captains may PMXT with Lieutenants, provided that no more than two (2) Captains per Division are off on a PMXT at any given time.
- PMXT for Chief’s Aides, Pilots, or Engineers must be arranged with another Aide, Pilot or Engineer, or with a firefighter qualified in those positions. The applicant will be permitted to work in a company for repayment purposes.
- Members will arrange PMXT in accordance with these priorities:
- With members of his/her assigned unit.
- With members of other units housed in the same station.
- With members of the same Battalion.
- With members of the same Division.
- With members of other Divisions.
- Steps d. & e. will be coordinated by the Deputy Chief of the applicant’s Division.
- Applications for PMXT will be submitted at least three (3) days in advance of, and repayment made within sixty (60) days of, the first PMXT date, except in unusual circumstances.
- When the first part of a PMXT has been completed, it will be the responsibility of the person working the second part to carry out his/her obligation.
- If no part of a PMXT has been completed, the exchange may be canceled by mutual agreement.
- A substituting member will be required to forward a sick slip as per departmental rules and regulations should illness or injury occur.
- It is the substituting member's responsibility to inform the Commanding Officer if he/she goes off sick or injured, that the member was scheduled to work a PMXT.
Specific Provisions:
- Members will be permitted to work on an hour-for-hour basis, up to six (6) hours for approved, job-related educational and training programs.
- A member may forward applications for the entire semester or any part thereof, if he/she will require a PMXT for the entire semester.
- Substitute member may be coming on or off a tour of duty to perform a PMXT provided the member he/she is working for is assigned to the same station. No overtime will be paid, as this is strictly for Mutual Exchange purposes.
- PMXT may be repaid in full tours of duty. Two (2) six-hour PMXT's may be repaid with one (1) 12-hour day tour.
Requesting Approval:
- Prior to each college semester or the start of an individual training program, a member will submit a memo in triplicate to the Deputy Commissioner, Operations for approval.
- The memo will detail the proposed coursework and schedule for review.
- One copy of all approved memos will be forwarded back to the member’s assigned unit, and the third copy to the Battalion Chief of the member’s assigned battalion.
- Members may be required to submit a copy of their formal course schedule and tuition receipt upon request.
- Approval, if granted, will only be for the semester or program submitted.
- The Battalion Chief will record and maintain a list of all approved PMXT participants and will approve or disapprove PMXT applications according to this list.
- PMXT requests will not be granted for any non-approved or non-educational purpose.
- Members who are approved by memo for PMXT participation for a school semester may then submit PMXT requests as needed.
Forms Required:
- Application for Partial Mutual Exchange of Tours (FORM 76-115).
- Type in “PARTIAL” at the top right corner next to Application for Mutual Exchange of Tours.
- Type “HOURS” in block #7, next to “Date of Requested Substitution Tour."
- Type “HOURS” in block #8, next to “Date of Repayment Tour by Applicant."
- Weekly Roll Call and Platoon Working Schedule will be used to track PMXT
- When a scheduled member has a substitute work, "PMXT" will be marked in the proper column instead of "P" for present, regardless of the type of tour worked.
- In the “Remarks” section, this format will be used: PMXT, 09/01/97, FF J. Jones, PR# 123456, E12/C, worked for FF S. Smith, E02/A, 0800-1300 hours.
- No notation will be made for the non-scheduled working member except in the "Remarks" section.
