Ballistic Body Armor Vest Policy Overview
- Philadelphia Fire Department's Directive #64, issued in April 2016, outlines the policy for ballistic body armor vests.
- The policy ensures Fire Service Paramedics (FSP's) and EMT's (FSE's) receive vests upon request.
- This is in line with the 1992 Interest Arbitration Award. (Case #14L390164292J, Article 8,b)
Eligibility
- All FSE's and FSP's can receive a vest after requesting and receiving approval.
Ballistic Vest Definition
- A ballistic body armor vest protects the torso by absorbing impacts from bullets and shrapnel.
- The PFD uses a Level II vest.
Member Responsibilities
- Notify the Company Officer to request a vest via electronic memo.
- Sign the Confirmation of Notice.
- Wear the vest on all emergency responses.
- Failure to wear the vest results in disciplinary action.
- Vests can be removed at the Firehouse, during training at the Philadelphia Fire Academy, or at a hospital, or while detailed to the FAB, EMS AB, Fire Warehouse or PFA or "duties as assigned".
- Only Department-issued vests should be worn on duty.
- Unauthorized use of vests leads to disciplinary action.
- Secure vests when not in use.
- Immediately report lost or stolen vests to the Company Officer and local Police District.
- Retiring or separating members must return the vest to their Company Officer.
Responsibilities of Commanding Officers
- Upon notification of a member's wish to be issued a vest, forward a memo with the Confirmation of Notice to the Deputy Commissioner of EMS.
- Sign the Confirmation of Notice form.
- If a vest is lost or stolen, prepare a memo with full details to request a new vest.
- This includes Police district contacted, the Police Officer to whom the loss was reported, the date and time of the report
- Send this memo to the Deputy Commissioner of EMS for approval.
- After Deputy Commissioner approval, return a copy to the Company, and have the member contact the Safety Office to arrange fitting for a new vest.
EMS Operations Chief (ES-3) Responsibilities
- EMS Operations must be notified when an FSP or FSE is approved and issued a vest.
- While on scene at emergency, make sure members are wearing vests.
- Take action if non-compliance arises, which may include disciplinary action.
Safety Office Responsibilities
- Coordinate vest fitting between members and the vendor.
- Have the member sign a receipt upon receiving the new vest.
- Send a signed copy of the receipt to the Personnel Office for filing.
- Track expiration dates of all issued vests.
General Information
- Non-compliance with the policy may result in disciplinary action, up to and including dismissal.
