Study Notes
Payroll
- Payroll issues must be reported to the Payroll Department through the employee's supervisor.
- Failure to clock in/out will result in disciplinary action, including termination.
- Timecards must be submitted by 10 am on Monday of the payroll week.
- Timecard entries must match scheduled work hours.
Holidays
- Designated paid holidays include New Year’s Eve - Night shift, New Year’s Day - Day shift, Martin Luther King Jr Day, Easter Sunday, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas Day.
- Employees working on a paid holiday will receive 1.5x their regular pay rate.
- Employees working overtime on a paid holiday will receive 2x their regular pay rate.
Full-Time Employees
- Full-time employees work a 48-hour period beginning at 0600 hours and ending at 0600 hours.
- Firefighting-EMT positions are 207K exempt for Federal Wage-Hour Laws, and are eligible for overtime pay for hours worked over 212 hours in a 28-day work period.
- Employees' schedules are based on a three-platoon system.
- Employees with 15 years of service receive an additional 48-hour tour, up to a maximum of 8 tours.
- Paid Time Off (PTO) must be used in 24-hour increments.
- Only PTO reserve can be carried over to the following year.
- All accrued PTO is forfeited upon separation from the Spring Fire Department.
- The master off-time calendar is the primary reference document for PTO, shift trades, and substitutions.
- PTO selections occur in December of the previous year and must be completed by the 15th of the month.
- PTO requests are approved by rank and seniority.
- Employees with a year-end balance of 720 sick hours will receive a payout of 72 additional hours no later than January 20th.
Shift Trading
- Shift trading is allowed for employees unable to take PTO who have another firefighter willing to trade workdays.
- All shift trades must be approved by the District Chiefs of both affected shifts and can be rescinded at any time.
- Shift trades must be repaid in the same calendar year.
- The firefighter working for the firefighter requesting the trade will not be compensated for overtime purposes.
- All shift trades must be documented on the master PTO calendar and in scheduling software.
- Shift trading may be discontinued if it becomes excessive or disruptive.
- Once approved, trades belong to the individuals who agreed to them.
Cadets
- Cadet firefighters can begin working overtime after one month of employment with approval from their Captain.
- Overtime can be revoked by the Captain or District Chief if it affects the cadet's ability to complete tasks or assignments.
- Overtime is a privilege and must not interfere with cadet training and testing.
Secondary Employment
- During their employment, Spring Fire Department is the employee's primary employment.
- Employees may only engage in secondary employment that does not interfere with their job performance or schedule.
- If the SFD determines that secondary employment is interfering with the employee's primary employment, the employee must relinquish their secondary employment or risk termination.
Christmas Eve and Christmas Day
- For shifts scheduled to work both Christmas Eve and Christmas Day, the work schedule will be adjusted.
- The intention is to avoid having an employee work both days.
- The shift scheduled for December 22 & 23 will instead work December 22 & 24.
- The shift scheduled for December 24 & 25 will instead work December 23 & 25.
Part-Time Employees
- Part-time employees work a period beginning at 0600 hours and ending at 1800 hours.
- Firefighting-EMT positions are 207K exempt for Federal Wage-Hour Laws, and are eligible for overtime pay for hours worked over 212 hours in a 28-day work period.
- Payroll periods coincide with the existing payroll schedule.
- Part-time employees are scheduled by the department and assigned to a station and/or apparatus that best fits the department's needs.
- Shifts can be modified to meet the department's needs.
- Part-time employees are required to enroll in the mandatory pension plan, but employer contributions can be changed with notice.
- Part-time employees are not offered PTO.
- Part-time employees should not indicate they are available on days they need off, as they may be scheduled for those days.
