Study Notes
Preparation for Duty
- Personal and uniform inspections should be conducted prior to leaving home, including:
- Personal appearance and hygiene
- Mental preparation
- Equipment checks should be made, including:
- Uniform and body armor
- Duty weapon and reserve ammunition
- Handcuffs and extra pair if possible
- Non-metallic whistle
- Dependable flashlight
- Baton
Four Sources of Information
- Patrol officers should use the following four sources of information daily to maintain awareness of activity in their patrol area:
- Roll calls
- Precinct/district desk books
- Vehicle hot sheets
- Officer going off-duty (determine what happened on their shift)
Equipment Checks at the Station
- The following equipment checks should be made prior to departing the station:
- Incidental equipment (kit to include book of citations, copy of traffic codes, updated departmental manual, etc.)
- Vehicle check (check for damage/defects, gas, cleanliness, required equipment, etc.)
- Issued items (radio, armament, report forms, fuses, etc.)
Geographical Awareness
- Patrol officers should be able to locate odd and even numbered addresses
- Knowing directions and geographical locations is important for effective patrol and safety
Roll-Call
- Purposes of roll-call:
- Discuss changes in policy and procedures
- Discuss specific directed patrol
- Disseminate crime bulletins, hot sheets, and current wanted information
- Assess manpower
- Officially inspect uniform and equipment
Physical and Mental Reactions to a Perceived Threat
- Problem area: any person, object, or site that may produce a hazard
- Reaction: prompt identification of threat and reaction to it
- Area of responsibility: exact location within a problem area from which an attack could emanate
- Focus point: a clear and present threat that must be immediately controlled
Autogenic Breathing and Visualization
- Autogenic breathing: slow, deliberate four-count inhalation and four-count exhalation while visualizing warmth radiating throughout the body
- Visualization: mental role-playing with option reinforcement to program the brain in advance for effective crisis management
The Color Code
- The color code is a system of alertness:
- Condition white: unaware of the environment
- Condition yellow: relaxed and alert
- Condition orange: ready for danger
- Condition red: ready to fight/flee
- Condition black: in a catatonic state### Patrol Preparation
- Mentally prepare by asking questions:
- Were there any significant incidents on the previous shift that require follow-up?
- What tasks do you need to accomplish during your shift?
- Are there any specific individuals you want to check on?
- Ensure personal equipment is in order:
- Wear uniform properly, including body armor
- Ensure duty weapon is loaded and reserve ammunition is easily accessible
- Have handcuffs and extra pairs readily available
- Possess a good whistle, dependable flashlight, and baton
- Review daily crime bulletins, new wanted bulletins, hot sheets, and officer schedules from the previous day
Vehicle Check
- Inspect the vehicle for damage or defects
- Check the first aid kit, fire extinguisher, and shotgun combat loader
- Inspect for contraband, including under seats and between seat cushions
Understanding Jurisdiction
- Know the principle of north-by-northwest, which indicates that even-numbered addresses are on the south or east side of the street, and odd-numbered addresses are on the north or west side
- Understanding the jurisdiction is crucial for effectiveness, safety, and quick navigation
Communication and Situational Awareness
- Discuss changes in policy and procedures, specific directed patrol, and disseminate crime bulletins, hot sheets, and wanted information
- Assess manpower and inspect uniform equipment and weapons
- When approaching a situation, assess the risk by identifying:
- Problem areas: any person, object, or site that may pose a hazard
- Area of responsibility: exact location within a problem area from which an attack could emanate
- Focus point: a clear and present threat that must be immediately controlled
- Use autogenic breathing and visualization to reduce stress and increase focus
Dealing with Citizens
- Be aware of the awareness spectrum, which includes:
- Condition White: environmental unawareness
- Condition Yellow: relaxed but alert
- Condition Orange: state of alarm
- Condition Red: actual threat
- Condition Black: panic or misdirected frenzy
- Oftentimes, citizens request police service for non-criminal issues; show concern and provide good service and assistance
Specific Situations
- Missing person:
- Record all information provided by the reporting party
- Advise the person on how to check with hospitals for unidentified injured persons
- Consult department policy and commence an immediate investigation if necessary
- Missing child:
- Verify the child is indeed lost and not a runaway
- Find out if there were arguments between parents or family members
- Note past problems and past places where the child was found
- Get all information possible and relay it to the radio dispatcher
- Person with cognitive impairment:
- Conduct a search of the immediate area
- Assume the person is missing and endangered
- Follow departmental protocols to enact the Endangered Silver Advisory
- Person down:
- Determine the cause of the subject's condition
- If necessary, initiate first aid and have the subject conveyed to a hospital
- Notify emergency contacts and consult department policy
- Sick/injury:
- Same procedure as above, but in most instances, an arrest situation would be remote
- Chronic complaint:
- Ascertain whether the matter is criminal or civil in nature
- If criminal, investigate and enforce laws; if civil, ensure it does not present hazardous circumstances
- Animal bite:
- Initiate first aid if necessary
- Have the victim conveyed to the nearest hospital as quickly as possible
- Contact animal control to have the animal quarantined
- Lost/stranded persons:
- Provide directions or assistance in contacting outside agencies or relatives
- If the subject is confused due to sickness or injury, have them conveyed to a hospital
