Policy Guidelines
- OPD officers can only use their OPD-issued Identification Cards or I-Class Cards during incidents detailed in the policy.
- For non-emergencies, officers must check in as visitors, unless a school administrator contacts 911 Dispatch and authorizes immediate entry
- Officers must follow OPD policy and school district MOU guidelines.
- SRO command is the point of contact for school district concerns about card usage.
Procedure: Access to School Buildings
- OPD officers can use their I-Class Card or OPD Identification Card to enter school buildings only during:
- An active killer/threat
- School emergency radio activation
- Help an Officer (School Resource Officer) incident
- A reasonable belief of an immediate threat of violence or bodily injury
- EXCEPTION: If a school administrator contacts 911 Dispatch and authorizes immediate entry
- Participating schools use either I-Class Card or OPD Identification Card access.
- I-Class Cards work in Millard, Westside, and Ralston School Districts (OPD Identification Cards do NOT work).
- OPD Identification Cards work in Elkhorn School District (I-Class Cards do NOT work).
- Both I-Class Cards OR OPD Identification Cards work in OPS School District, depending on the school's system.
- Officers should be prepared to use either card at OPS schools, as OPS transitions to I-Class card technology.
- Officers must report their entry to the school's Main Office, providing their name and OPD serial/badge number.
- Responding officers shall be prepared to use either card when entering an OPS school during an emergency.
Carrying of I-Class and OPD Identification Cards While On-Duty
- To prevent interference, OPD officers must carry their OPD Identification Cards separately from their I-Class Cards
- Carry OPD Identification Cards in a wallet or traditional location
- Carry I-Class Cards in their vest (e.g., trauma plate carrier) for easy access to card readers.
- The I-Class card should be near the vest's exterior for optimal reading.
- Keep I-Class cards in the vest even when off-duty.
Card Issuance, Tracking, and Security
- Officers must account for both OPD Identification Cards and I-Class Cards at all times.
- The OPD Fleet and Facilities Unit issues OPD Identification Cards.
- OPD SRO command manages the issuance and tracking of I-Class Cards.
- School districts will audit and report records of OPD officers entering school buildings to the OPD SRO command.
- Cards (I-Class or OPD Identification Cards) shall not be used for personal purposes or when off-duty.
- Misuse of cards may result in discipline, including termination.
- Loss of either card must be immediately reported to the OPD SRO Command.
- SRO Command notifies the appropriate school districts, who will deactivate the cards.
- Lost OPD Identification Cards must also be reported to the Fleet and Facilities Coordinator for deactivation.
- When officers are placed on Administrative Leave, SRO command must be notified to deactivate their school building access.
- When issued a new I-Class Card or notified that their OPD Identification Card is active, officers must test the card(s) at a school within EACH school district to ensure functionality.
- Notify the school before arrival.
- Check-in with the school's Main Office upon arrival.
- Confirm the card(s) open the school door.
- Fully CLOSE the door after testing to prevent unauthorized entry.
