- The Omaha Police Department (OPD) supports the Douglas County Sheriff’s Office (DCSO) efforts in sex offender compliance checks.
- The DCSO has the main duty of doing sex offender compliance checks for residency within Douglas County.
OPD Liaison
- The Northwest Precinct “B”-Shift Lieutenant is the compliance check liaison with the Douglas County Sheriff’s Office.
- Every month, the Northwest Precinct “B”-Shift Lieutenant gets sex offender packets from the DCSO.
- These packets are then shared with each of the five precincts for compliance checks based on where the offender lives.
- Compliance check packets are tracked and given back to the DCSO by the end of each month.
Sex Offender Compliance Packets
- Packets contain all necessary information for compliance checks on Sex Offenders.
- Each packet includes a Data Sheet, Compliance Check Log, and a Sex Offender Compliance Guide.
- The DCSO keeps files of the returned packets and gives the OPD statistics quarterly.
Sex Offender Compliance Check Protocol
- Officers should try to contact the offender between 0700 and 2000 to confirm they live at the listed address.
- Compliance checks are done on an In-Service (10-10) basis.
- Officers note in the packet if a sex offender is compliant or noncompliant with the listed residence.
- Noncompliant packets go to the OPD Liaison at the end of the officer’s shift for DCSO follow-up.
- Compliant packets are sent to the OPD Liaison by the end of each month.
- OPD officers will attempt a minimum of two attempts for each packet if the offender is not initially found.
- Officers are not required to do further investigation outside of the compliance check unless information comes to the officer’s attention that warrants an investigation or arrest on a separate offense.
- Omaha City Ordinance Section 20-120.2 prohibits a registered sex offender from living within 500 feet of an elementary, secondary school, or child care facility.
- If a violation of ordinance 20-120.2 is suspected during compliance check, an Information Report is completed and sent to the Special Investigations Section for follow-up.
- The DCSO will contact the OPD via normal channels if an emergency compliance check needs to be done.
Sex Offender Information Release
- Can only give the public information on Sex Offenders that is on the Nebraska State Patrol Public Website (www.nsp.state.ne.us).
- This includes the offender’s name, birth date, physical description, address, and sex crime conviction.
- Officers cannot share the offender’s employment information, vehicle information, or the victim's age.
- Media inquiries on sex offenders and/or compliance checks are directed to the Public Information Office or the Chief’s designee.
- The Sex Offender Registration Act is covered by State Statutes 29-4001 through 29-4014.
