- The Omaha Police Department (OPD) supports the Douglas County Sheriff’s Office (DCSO) and the Nebraska State Patrol (NSP) in enforcing the Nebraska Sex Offender Registration Act.
Definitions
- Aliases: False names used to conceal identity.
- Habitual Living Location: Any place an offender stays for more than three days, even with a separate permanent address.
- Temporary Domicile: Any place a person lives or stays for at least three working days.
Sex Offender Registration
- Anyone convicted of a registerable sex offense or on probation/parole for such offenses must register with the County Sheriff where they reside, within three working days of becoming subject to the Sex Offender Registration Act.
- Registered persons must report certain changes to the County Sheriff:
- Legal name changes within three working days.
- Changes in address, temporary domicile, or habitual living location within three working days before moving.
- Those without a residence, temporary domicile, or habitual living location must report the change within three working days and update information every thirty days.
- Notification of each educational institution at which they are employed or attending within three working days of starting, and notification of any change within three working days.
- Notification of employment, vocation, or school attendance within three working days after starting, and notification of any employment or school changes within three working days.
- Registration applies to those who move to Nebraska from outside the state, convicted of sex offenses, on probation/parole, or required to register as a Sex Offender in another jurisdiction.
- All persons appealing their conviction must comply with the Act during the appeals process.
Reporting Frequency
- Offenders registering for fifteen years must verify information annually in their birth month.
- Offenders registering for twenty-five years must verify information every six months from their birth month.
- Offenders registering for life must verify information every three months from their birth month.
- Offenders must report to the DCSO during their verification month, even if subject to a compliance check that month.
- Penalties for violations of the Sex Offender Registry Act are in NRS §29–4011.
Officer Contact
- Officers contacting a registered Sex Offender without an arrestable offense will document it on a Field Contact/Observation Card (PortalOne/OPD Form 150).
- Upon completion, the officer will notify the Special Investigations Section with details of the contact by emailing [email protected] for follow-up.
