Omaha Police Department (OPD) Mobile Data Computer (MDC) Policy

  • OPD maintains Mobile Data Computers (MDCs) for authorized employees. MDCs are OPD property, subject to random inspections. No employee has privacy rights related to MDC information.

MDC Use Authorization

  • OPD employees must complete approved training and certification to access NCIC before using MDCs operationally.
  • MDCs are for OPD-authorized investigations and operations only; personal use is prohibited. All transactions are recorded.
  • Outsiders may not use MDCs without Chief or designee authorization.
  • Installing unauthorized software on MDCs is prohibited.
  • Altering existing MDC software is forbidden.

MDC Equipment Maintenance

  • Only authorized OPD employees can adjust, remove, or repair MDCs.
  • Officers inspect MDC hardware at shift start and end, per OPD training.
  • If an MDC malfunctions or is damaged:
    • Immediately notify supervisor, and supervisor notes status on the vehicle status board.
    • Complete Police Equipment – Accountability (OPD Form 24) and submit it as follows:
  • "B"-shift officers submit directly to MDC Repair.
  • "A"- and "C"-shift officers submit to their precinct's "B" shift Lieutenant, who submits and notifies MDC Repair.
    • Complete any additional required reports (Chief's Report, etc.).
  • If instructed, the "B" shift Lieutenant contacts the vendor for repairs.
  • MDC computers are removed from cruisers undergoing extended maintenance or repair.

General MDC Procedures

  • Officers use MDCs safely while driving, using only finger or stylus on the touch screen.

  • Do not use MDC monitors or keyboards as work surfaces, holders, etc.

  • MDC adjustments are only done per OPD training.

  • Officers power on the MDC, log in to CAD, and log into service at shift start.

  • Warm-up/cool-down periods for cruisers may be required before MDC power-on.

  • Officer communication with 911 Dispatch can be via voice radio only, or through MDC CAD followed by voice radio confirmation.

    • Example voice radio communication following MDC CAD entry:
  • MDC CAD Entry: 1A26, 10-8, cruiser 126, serial 1143, working 26 and 27

  • Voice Radio: “1A26. 10-8. MDC.”

  • 911 will ensure all calls are dispatched via voice radio and CAD for officers using MDCs (refer to relevant OPD radio policy).

  • Officers perform data checks via both NCIC/NCIS (date of birth/driver's license or date of birth/name) and local IMS checks.

  • Follow all OPD policies for wanted parties, missing persons, or persons with locates (use Felony Wanted/Locate Person Cancellation Form (OPD Form 208)).

  • Follow OPD Radio Procedures in regard to assignments, requesting transcripts, portable radios, signals, codes, call signs, and related info.

  • Log off the MDC and power it down when parking and locking the cruiser.
