Ohio Department of Developmental Disabilities Abuser Registry

  • The Ohio Department of Developmental Disabilities maintains an Abuser Registry (a list of employees found to have committed offenses)
  • Employees on the registry may be state employees, county board employees, independent providers, or employees providing specialized services to individuals with developmental disabilities
  • Being on the registry bars employment as a DD employee in the state of Ohio
  • Placement on the registry can also prohibit employment by Medicaid agencies, ownership (5% or more) of an agency, or positions involving Medicaid provider agreements, Ombudsman services, or direct care services for Ohio Department of Aging programs, or by home health agencies, nursing homes, or residential care facilities involved in direct care positions.

Registry Offenses

  • Physical Abuse: Using physical force that could result in harm
  • Sexual Abuse: Unlawful sexual conduct or contact (unprivileged intercourse or touching of another's erogenous zone)
  • Verbal Abuse: Using words to threaten, coerce, intimidate, harass, or humiliate
  • Prohibited Sexual Relations: Consensual touching of an erogenous zone for sexual gratification by an employee caring for the individual, if the individual is not the employee's spouse
