  • Every basement in a building must meet specifications, including ceiling height and waterproofing. (a) The ceiling of an upper basement should be between 0.6 and 1.2 meters above the average ground level, and may be flush with the ground level beyond the building line. (b) Adequate drainage measures must be implemented to prevent surface water from entering the basement. (c) Walls and floors must be watertight and have damp-proofing treatment. (d) Access to the basement must adhere to certain requirements, including staircase and ramp specifications. (e) Cabins provided in the basement must meet size and clearance requirements. (v) An office room is required in every residential or non-residential building for a cooperative society or apartment owners/lessees association. (vi) A letter box room is required on the ground floor or other convenient location for every unit in residential, commercial, and industrial occupancy. (vii) An independent and ventilated electric meter/service utility room is required on the ground floor or other floors with proper ventilation. (viii) Refuse chutes/garbage chutes may be provided on each floor or mid-landing in residential buildings. (ix) Corridors must meet minimum width requirements based on the building type and height.   • The main entrance to a building or plot for a high-rise or special building must be at least 4.5m wide and not obstruct the movement of fire engines or trucks. The entrance gate should open inward and be at least 4.5m tall for fire engine clearance. Ornamental gates are permissible.

  • Approval from the Hydraulic Engineering Department of MCGM is required for the construction of bore wells/tube wells/open wells. Construction must adhere to the provisions of the State Ground Water Survey Department.

  • Every overhead water storage tank must be in proper hygienic condition, with a distance of 1.5m between the tank and the terrace or soffit. Construction must follow the guidelines issued by the Hydraulic Engineering Department of MCGM.

  • Septic tanks must be located at least 12m away from sources of drinking water, such as wells, and 3m away from bore wells or tube wells. They must also be as far as economically feasible from the nearest habitable building but not closer than 2m. Construction must follow the relevant provisions of IS Code 2470-1985 Part I & II.

  • In every residential building, a Yogalaya or Fitness Centre with toilet facilities is permitted, subject to certain conditions. The application for the proposed centre must be made by the Cooperative Housing Society or Apartment Owners Association, and the area allowed is equivalent to 2% of the total Built Up Area (BUA). The centre must not be used for other purposes, and ownership must vest only with the society or association.

  • For institutional, assembly, business or mercantile buildings with a total number of employees of 1000 or more, a Crèche of minimum 40 sq.m BUA must be provided.

  • For parking facilities, the parking floors above ground/stilt floors must be accessible by ramp or minimum two car lifts for up to 200 parking spaces. The height of the parking floor shall not be more than 2.4m below the soffit of the beam. Additional height may be allowed for mechanical parking.

  • A podium may be permitted in plots of 1000 sq.m or more. The podium may be used for parking, provision of DG sets, substations, and other facilities. The height is limited to 32m above ground level, and ramps must be provided in accordance with regulations.

  • A service floor of height not exceeding 1.8m may be provided in a building exclusively for the provision/diversion of services. A service floor with a height exceeding 1.8m may be allowed in a medical building or a building over 70m high with special permission from the Commissioner.

  • For industrial zones, the segregating distance from the zonal/plot boundary is 6m for island city industrial buildings, 9m for island city residential buildings, and 52.50m for hazardous buildings.

  • Provisions for open spaces in plots under Reconstruction/Redevelopment Schemes under various acts differ based on the scheme and the height of the building. For instance, for rehab and composite buildings where the rehab component is equal to or more than 50%, the front open space for a building up to 32m is 3.0m, and side and rear marginal open spaces may be reduced to 3.0m. For buildings with heights more than 32m but up to 70m, the side and rear marginal open spaces should not be less than 6m and 9m for buildings with heights more than 70m and 12m beyond 120m, subject to fulfilling fire safety requirements.

  • For storage, one parking space is required for every 150 sq.m of floor area, with a minimum of two spaces.

  • For hospitals and medical institutions, one parking space is required for every 150 sq.m of total floor area, with one parking space for ambulance parking in larger institutions.

  • For cinemas and theatres, parking spaces are required equivalent to eight percent of the total number of seats.

  • For shopping centers, one parking space is required for every 150 sq.m of total floor area, with one parking space for every 50 sq.m of floor area for shops over 20 sq.m in size.

  • For stadia and clubs, one parking space is required for every 100 seats, with additional parking as required for other occupancies like restaurants.

  • Exceptions to the parking space requirements include limited-width plots and the redevelopment of heritage structures.

  • For certain uses like data centers and data warehouses, the parking requirements may be reduced to 50% of the stated regulation.

  • In the case of educational buildings, school bus parking is required.

  • The Municipal Commissioner is required to prepare a detailed report on permissible heights for buildings based on the datum level of each plot, using a model from IIT, Mumbai.

  • The Commissioner has the authority to prescribe maximum height restrictions for buildings or structures, which may be less than the permissible height under the regulations.

  • Height restrictions only apply to the portion of the plot falling within the lines of the funnel of vision as marked on the Development Plan.

  • In the vicinity of aerodromes, structures, installations or buildings may be subject to height restrictions based on the Colour Coded Zoning Maps prepared by the Airport Authority of India (AAI), which can be found on their website.

  • Buildings or structures requiring additional height beyond the permissible top elevation on the maps must obtain prior NOC from the AAI, and structures in red-zone areas require prior NOC regardless of height.

  • No building, radio masts or similar installations exceeding 150m in height are permitted within 20km from an aerodrome reference point without permission from the Civil Aviation Authorities.

  • Slaughter houses, abattoirs, butcher houses or areas for activities that may attract high flying birds are not permitted within 10km from an aerodrome reference point.

  • For building sites abutting railway track boundaries, new construction or reconstruction is not allowed within half the height of the building or 3m from the boundary, and a NOC from the concerned railway is not required for development beyond 30m, subject to certain conditions.

  • The minimum clearance from overhead electric supply lines for verandahs, balconies or similar structures is 2.5m vertically and 1.2m horizontally for low and medium voltage lines, 3.7m vertically and 2.0m horizontally for high voltage, and 3.7m (plus 0.3m for every additional 33,000V) vertically and 2.0m (plus 0.3m for every additional 33,000V) horizontally for extra high voltage.

  • For sites affected by overhead transmission electric lines, the portion under the lines may be used for LOS as required under Regulation No 27 with safety measures, but no habitable construction is allowed in the LOS.

  • The electric company is required to phase out the removal of overhead electric supply lines in a time-bound manner as per the Central Electricity Authority Regulations, 2010.

  • The Commissioner may restrict the height of buildings, structures, or installations for operational requirements or for telecommunications or other forms of communications of the Government or public sector undertakings.

  • In the redevelopment of existing filling and service stations of Petrol, Diesel, Compressed Natural Gas or any other Motor Vehicle Fuel, change of use may be permitted while retaining the minimum area required for the existing station, subject to NOC from the Controller of Explosives and the CFO.
