Republic Act 7077 - Reservist Act

• Enacted on June 27, 1991, creating the Citizens Armed Force of the Philippines.
• Establishes three categories of reserve forces based on age and ability:
  • First Category Reserve: Able-bodied reservists aged 18 to 35.
  • Second Category Reserve: Able-bodied reservists aged 36 to 51.
  • Third Category Reserve: Able-bodied reservists over 51.

Classification of Reserve Force Units

• Ready Reserve: Composed of citizen soldiers mainly from the First Category Reserve.
• Standby Reserve: Composed of citizen soldiers primarily from the Second and Third Category Reserves.
• Retired Reserve: Composed of citizens who qualify for retirement due to service length, age, or disability.

Citizen Soldiers

• Graduates of ROTC programs, basic military training, retired military personnel, and honored WWII guerillas are included as citizen soldiers.
• Also includes commissioned and non-commissioned officers under the Affiliated Reserves and graduates of the National Defense College of the Philippines.

Army, Naval, and Air Force Reserve Commands

• Army Reserve Command: Located at Camp General Mariano Riego de Dios, Tanza, Cavite.
• Naval Reserve Command: Located at 230 Cabildo St, Intramuros, Manila.
• Air Force Reserve Command: Based at Air Force City, Clark Airbase, Pampanga.
• Armed Forces of the Philippines Reserve Command: Located at Camp General Emilio Aguinaldo, Quezon City.

National Service Training Program (NSTP)

• Established by Republic Act No. 9163 to create a national service training program for tertiary level students.
• Covers all male and female students in baccalaureate or two-year technical-vocational courses in public and private institutions.

Declaration of Policy

• The government serves to protect its citizens, with citizens bearing the responsibility to defend the state.

NSTP Program Components

• NSTP components must be completed as a requirement for graduation.
• Reserve Officers’ Training Corps (ROTC): Provides military training to motivate and prepare students for national defense; now optional and voluntary.
• Literacy Training Service: Intended to promote literacy and civic responsibility among students.
• Each component has a duration of two semesters, kicking off in the school year 2002-2003.

Implementation and Governance

• Overseen by the Commission on Higher Education (CHED) and the Department of National Defense (DND).
• Signed into law by former President Gloria Macapagal-Arroyo.
