Chief of Police Absence: If the Chief of Police is unable to perform duties, the City Manager appoints an Acting Chief. The Watch Commander assumes the role if the Chief is absent from the city.

Overall Command: In operations involving multiple commands, the highest-ranking present officer is given overall command. If not an officer, the supervisor initiating the operation or the Watch Commander is ultimately in overall command.

Supervisory Chain: Each member of the department is under the direct command of one supervisor. If the immediate supervisor is unavailable, the next highest-ranking person in the chain of command is the person to report to.
