NCTS Sicily Operations Overview

The NCTS Sicily is responsible for planning, coordinating, and executing electromagnetic (EM) and cyberspace actions and activities, including deploying, operating, maintaining, and maneuvering communications, command and control, computer (C4), cybersecurity, and cyberspace defense capabilities. The goal is to shape the operating environment and create a warfighting advantage for the US and its partner forces.

NAS Sigonella: Primary user of NCTS Sicily's ONE-NET, DSN, and base-wide services. CUTF-67: Primary user for HF/UKF communications, managed by the TSCOMM watch floor and supporting P-8 missions in the AOR. 7RS: Users of Air Force NIPR/SIPR networks routed through the NCTS Sicily, with CMS services provided by NCTS Sicily and drone data lines. CUTF-69: Primary user of LF services in the AOR, serving as the Broadcast Control Authority (BCA) for the region.

NCTS Naples: NCTS Sicily's operational ISIC. NCTAMS LANT: NCTS Sicily's administrative ISIC.

The CDO is responsible for the safety and well-being of NCTS personnel and facilities. They handle any emergencies or situations that arise.

N2: Department Head - LTJG Burke, manages Communications and Message Security (CMS), physical security, and cybersecurity. N3: Department Head - LT Dean, handles operations. The Command Managed Equal Opportunity Manager (CMEO) is the leader of the Navy's military equal opportunity program. Their goal is to create an environment free of barriers that prevent service members from reaching their full potential.

The Information Systems Security Manager (ISSM) is the primary advisor on all matters related to information system security. They ensure systems are protected from unauthorized access, use, disclosure, disruption, modification, or destruction.

The Family Advocacy Program (FAP) provides support and resources to service members, their partners, and families involved in allegations of domestic abuse and child abuse. They offer clinical assessments, treatment, and services.

Security officers are responsible for assisting members traveling overseas, tracking clearance and access to NCTS Sicily, and managing security protocols.

SAPR VAs are dedicated to addressing victims' safety and explaining reporting options and services available for sexual assault. They advocate for victims and assist them through the military criminal justice process.

Command Career Counselors (CCCs) act as intermediaries between Sailors, their commands, and Navy organizations like Navy Personnel Command (NPC). They manage the command's Career Development Program.

The Drug and Alcohol Program Advisor promotes readiness, health, and wellness by preventing and treating substance abuse. They help Sailors stay healthy and avoid negative impacts of substance abuse on themselves, their families, and their organizations.

The Operations Security (OPSEC) Officer is responsible for protecting classified information that could compromise military operations or put personnel at risk.

The Command Fitness Leader (CFL) plays a crucial role in improving the overall fitness and readiness of sailors. They promote a healthy lifestyle and encourage participation in fitness programs.

The Command Financial Specialist (CFS) is the principal advisor on personal financial management policies and practices. They provide advice and guidance to sailors on budgeting, saving, and managing their finances.

The EFMP Officer assists Navy families with special needs, providing information, support, and resources to meet the needs of Sailors and their families.

The Suicide Prevention Officer provides tools and resources to Sailors and assists with preventing suicide. They promote mental well-being and encourage Sailors to seek help when needed.

Ombudsmen are volunteers appointed by the Commanding Officer to connect command leadership with families. They share official information, address command climate issues, and connect families with local community resources.

Duty IT responds to level 1 customer service requests and high priority building ONE-NET outages.

Duty ET responds to physical gear issues that impact operations.

Duty EP responds to generator issues and power outages.

Duty CMS responds to urgent COMSEC issues and needs.

Duty DISA responds to critical DISA node outages and coordinates with DISA for fixes.
