Commissioning Programs for Enlisted Personnel

Naval Academy (USNA) and Naval Academy Preparatory School (NAPS):
- USNA, in Annapolis, MD, is a program for qualified individuals to become Navy or Marine Corps officers.
- Midshipmen receive pay, tuition, room, and board.
- Plebe Summer begins in late June/early July.
- Program focuses on technical fields (engineering, math, physics).
- Leads to appointments in Unrestricted Line (URL) communities (Surface Warfare, Submarines, Aviation, Special Warfare, EOD).
- USMC appointments are also offered.
- Graduates receive a Bachelor of Science degree and commissions (ensigns or second lieutenants).
- Minimum service obligation: 5 years active duty, 3 years Individual Ready Reserve.
- NAPS provides intensive training for USNA.
- NAPS students are in active duty enlisted status, July to May.
- Located at Officer Training Command (OTC), Newport, RI.
- Successful NAPS graduates receive USNA appointments.
- Eligibility: US citizen, good moral character (no disciplinary action in past 3 years), 17-23 years old (on Induction Day), unmarried, physically qualified, nominated by SECNAV, recommended by CO.

Officer Candidate School (OCS):
- OCS is for individuals with a baccalaureate degree,
- Selectees choose their designators within URL, RL, and staff corps (Appendix H).
- 12-week program at OTC, Newport, RI.
- Enlisted E4 or below become officer candidates, advancing to E5.
- E5 and above remain in their current paygrade as candidates.
- Graduates are appointed ensigns, with a minimum 4-year active duty obligation (higher for some designators).
- Eligibility: US citizen, good moral character, baccalaureate or advanced degree, 19+ years old, meets designator-specific age limitations (reference), meets program qualifications and aptitude scores, physically qualified (2 consecutive "good-low" PRT scores), recommended by CO.
- Applications are accepted continuously.

Medical Enlisted Commissioning Program (MECP):
- MECP is for active duty enlisted personnel pursuing a Nurse Corps (NC) commission.
- Not a pre-med program.
- Students earn a nursing degree (baccalaureate), fully-paid except tuition, fees, books, and expenses.
- Can use VEAP or MGIB benefits (not tuition assistance).
- Program is 36 consecutive academic months, full-time, year-round, beginning in the fall.
- Commissioned as ensigns (NC), with an 8-year military service obligation (minimum 4 years active duty).
- Eligibility: US citizen, good moral character, active duty (Navy, Marine Corps or Navy Reserve), no ADSW, recall, or CANREC eligibility, graduate prior to 42 years old, high school graduate/GED, complete nursing degree requirements within 36 consecutive months, physically qualified, recommended by CO.
- Applications are due following the NAVADMIN announcement.

Medical Service Corps In-service Procurement Program (MSC IPP):
- Opportunity for active duty enlisted E5-E9 to become MSC officers.
- Some programs offer baccalaureate or master's degrees.
- Candidates can have a qualifying degree, some college credit, or be able to complete a graduate degree while maintaining active duty pay and allowances.
- 24-48 month completion time (dependent on the program).
- Graduating commission: lieutenant (junior grade) or lieutenant (pharmacy program).
- Eligibility: US citizen, good moral character, active duty (no ADSW, recall, or CANREC), E5-E9 paygrade, under 42 years old, qualifying degree or minimum transferable college credit, physically qualified, recommended by CO.
- Applications are due by the date announced in a NAVADMIN.

Limited Duty Officer (LDO) and Chief Warrant Officer (CWO) Programs:
- For senior enlisted personnel (E7-E9), and selected E6s, and CWOs.
- Open to both active duty and SELRES personnel.
- Active duty: ensign (O1E).
- SELRES: ensign (O1) or LTJG (O2E) – details depend on service years beyond 4 years active duty .
- CWOs: CWO2 (active/in-active) or CWO3 (active duty E9 with 2 years time-in-rate).
- LDOs: technically-oriented officers in specific fields, managerial skills required; CWOs are technical specialists in specific fields
- Eligibility for LDO: US citizen, good moral character, active duty E7-E8 or E6 selectee for E7, 8-16 active service years, or 8-16 TQFS for SELRES, high school graduate/GED, physically qualified, recommends CO.
- Eligibility for CWO: US citizen, good moral character, active duty E7-E9 or E6 selectees, 12-22 years of active duty or 12-22 TQFS, high school graduate/GED, physically qualified, recommends CO.
- Active duty application deadlines are in NAVADMINs (usually May).
- SELRES application deadlines are in NAVADMINs (usually June).

Seaman to Admiral–21 (STA-21) Program:
- Commissioning program for highly motivated active duty enlisted personnel (Navy or Navy Reserve).
- Excludes personnel on ACDUTRA, AT, or I-ACDUTRA.
- Leads to commissions in the URL, NC, SC, CEC, or special duty (IW, Intel).
- Two components:
- Naval Science Institute (NSI): 8-week officer training at OTC Newport.
- Full-time, year-round study at an NROTC-affiliated university (up to 36 months).
- Full pay, allowances, and benefits.
- Supplement of up to $10,000 per year for tuition, books, and fees.
- No Tuition assistance or MGIB benefits applicable.
- Eligibility: US citizen, good moral character, active duty or Reserve, high school graduate or GED, complete a baccalaureate degree in 36 months, under 27 years old (some program-specific waivers).
- Must submit SAT or ACT scores within 3 years of the application.
