History of Law Enforcement

  • Metropolitan Police Service was established by Sir Robert Peel, British statesman in 1829, and is considered the world's first organized police force, later called Scotland Yard.

Functions in a Police Organization

  • Line Functions: carry out the major purposes of the organization, delivering services and dealing directly with the public (e.g., patrol function).
  • Staff Services: support line functions and assist in performance (e.g., personnel, finance, planning, and training).
  • Auxiliary Services: logistical operations (e.g., communication, maintenance, records management, supplies, and equipment management).

Organic Units in a Police Organization

  • Operational Units: perform primary or line functions (e.g., patrol, traffic, investigation, and vice control).
  • Administrative Units: perform administrative functions (e.g., personnel, finance, planning, and training).

Early Forms of Law Enforcement
