Processing Individuals with Suspected Mental Illness
- Individuals taken into protective custody will undergo handcuffing, searching, and must be seat-belted during transport, adhering to department policies.
- Those in acute mental health crises without suicidal or homicidal ideations or grave disabilities can be taken to the Denver Walk-In Crisis Center for evaluation.
- At the crisis center, trained mental health staff will assess whether the individual can return to the community or requires an M1 placement for hospital transport within 24 hours.
- Officers must communicate the situation to the crisis center staff before leaving the individual at the facility.
- If there are medical concerns or impairments due to substance use, an ambulance will be summoned for transport to Denver Health Medical Center (or a designated facility when DHMC is diverting patients).
Emergency Mental Illness Report and Application (M-1)
- The M-1 form is mandatory whenever a person is taken into custody due to suspected mental illness.
- A Record of Sick and Injured Persons Report (DPD 150) will also be generated according to policy definitions.
- Distribution of the M-1:
- Original: Hospital Staff
- 1st Copy: Respondent
- 2nd Copy: Scanned into the General Occurrence (GO) Report

Investigation Procedures
- The GO report must reflect the incident type (e.g., suicide, welfare check) accurately.
