Outside Employment Declaration
- All MDFR employees must submit an Outside Employment (OE) Declaration annually by January 31.
- The OE Declaration is processed through PeopleSoft on MDC eNet, accessible via MDFRnet.
- Detailed instructions for submission are provided in Attachment I.
Outside Employment Request
- Employees wishing to engage in outside employment need approval from the Fire Chief before starting any OE.
- Types of OE requiring approval include: self-employment, owning three or more rental properties, for-profit board memberships, and volunteer compensated positions.
- Approval for ongoing OE is required annually by January 31.
- Changes to previously approved OE or new requests must also be submitted through the application.
- The employee's Division Chief/Manager reviews requests, focusing on potential conflicts of interest, ability to perform Department duties, scheduling conflicts, and leave usage.
- Recommendations from the Division Chief/Manager are forwarded to the Fire Chief for final approval.
- The Fire Chief's decisions can be: approved, conditionally approved, or disapproved.
- Conditional approvals depend on the employee’s leave usage; repeated issues may lead to disapproval of future requests.
- Employees can appeal any conditional approval or disapproval to the Fire Chief.
- The Fire Chief will communicate the decision via email to both the employee and their Division Chief.
- Under Miami-Dade County’s AO 7-9, employees cannot hold dual employment in multiple county positions without specific authorization from the Budget Director.
Outside Employment Statement
- Full-time employees with approved OE must file an Outside Employment Statement yearly to report outside income from the previous calendar year.
- The statement must detail the source of outside work, type of work, and total compensation received.
- Employees are solely responsible for completing and submitting the statement to the Miami-Dade Elections Department, due by noon on July 1 each year.
- The Department informs employees when the Outside Employment Statement is due through an All Stations and Offices Memorandum (ASOM).
