The Decret bans the use of specific methods and products for animal sacrifice: captive bolt gun, compression, decapitation, drowning, strangulation, asphyxiation, dislocation of neck, exsanguination, gas embolism, blows, potassium chloride, carbon monoxide, carbon dioxide, Metoxiflurane, Nitrogen, nitrous oxide, trichloroethane, hydrocyanic acid, diethyl ether, chloroform, carbon dioxide gas, cyclopropane, chloral hydrate, strychnine, octanol, nicotine, magnesium sulfate, and neuromuscular blocking agents.
Animal owners are responsible for damages, injuries, and disturbances caused to people, other animals, property, public spaces, and the natural environment.
Owners of wild or exotic pets must keep them safely confined and cannot exhibit or walk them in public spaces. They must also have liability insurance.
Wild animals captured with special permits can be confiscated or retrieved by the relevant department. Owners cannot claim any rights or compensation.
Authorities can order mandatory vaccinations or treatments for animal health or public safety reasons.
Veterinarians performing mandatory procedures must keep a clinical file on the animals they treat. They must inform the owner about the need to identify their animal and register it with the local census or the general animal registry.
The Animal Protection Law established the General Animal Registry, managed by the competent environmental department. It includes data from municipal animal censuses.
Municipalities must conduct a local census of pets (dogs, cats, and ferrets), recording animal identification data, owner information, and other required details.
Pet owners have three months from birth or thirty days from acquisition, change of residence, death, or data modification to report the animal to the municipal census or Registry.
Before registering an animal, it must be identified through a homologated microchip or other regulation-approved methods.
Censors and the Registry are created following compatibility guidelines and are managed by the environmental protection department or third parties according to public sector contract legislation.
Dogs, cats, and ferrets must wear an identifying tag or collar with the animal's name and owner's contact information in public spaces.
Animal owners must report the animal's disappearance to the relevant municipality within 48 hours.
The General Animal Registry is publicly accessible upon request, following the administrative procedure and data protection regulations.
