Dissemination of Criminal History Information (CHI)

• The LVMPD complies with all state and federal requirements when disseminating criminal history information.
• Willfully requesting, obtaining, or seeking to obtain records of criminal history under false pretenses is a misdemeanor.
• All requests for CHI from criminal justice and non-criminal justice agencies (except those made from within the LVMPD) shall be referred to the Records and Fingerprint Bureau.
• Disclosure of a "No Record" status is also considered dissemination of CHI.
• The Records and Fingerprint Bureau is the centralized area for CHI dissemination.
• The Bureau is responsible for maintaining a log of dissemination as required by NRS 179A.

Electronic Communications Guidelines

• Electronic mail, internet, and telecommunications access are resources made available for LVMPD employees to communicate with each other and other entities.
• These resources are not to be used for personal gain or to support non-departmental business or purposes.
• Confidential information must be protected from unauthorized and/or inappropriate use.
• Guidelines for use include:
  • Only work-related activities are authorized.
  • Circumventing passwords, user authentication, or other security measures is prohibited.
  • Downloading or distributing copyrighted materials or software is prohibited.
  • Unlawful activities or solicitations are prohibited.
  • Transmitting threatening, obscene, or harassing messages is prohibited.

Computer and Password Security

• A password is a unique user access code required to enter the computer system.
• Passwords should not be shared or compromised without the express permission of a lieutenant or higher.
• If a password needs to be divulged, it should be changed as soon as the need for the shared password is no longer required.

Background Questions

• Purpose: To introduce the conversation, gather information, and evaluate if the customer needs to be directed to a different person or department.
• Examples: Do you have a driver's license or state identification card? May I have your complete name? Have you ever been arrested by this agency?

Introduction to Law Enforcement Computer Systems

• Automated Fingerprint Identification System (AFIS):
  • Converts ten-print fingerprint images and latent prints into a computer-readable digital format for searching and storing.
  • Can conduct searches/matches at high speed.
  • Functions: Search newly acquired ten-print images against the existing database, and search crime scene latent prints against the database to identify criminal suspects.
