Labor Code of the Philippines
- The Labor Code of the Philippines took effect on November 1, 1974
- The State shall afford protection to labor, promote full employment, ensure equal work opportunities, and regulate the relations between workers and employers
- The Department of Labor and other government agencies have the power to promulgate the necessary implementing rules and regulations for the code
- The code applies to all workers, whether agricultural or non-agricultural
- All doubts in the implementation and interpretation of the provisions of this Code, including its implementing rules and regulations, shall be resolved in favor of labor.
- The Secretary of Labor shall establish and operate a nationwide job clearance and information system to inform applicants of job opportunities
- The Secretary of Labor shall develop and organize a program that will facilitate occupational, industrial, and geographical mobility of labor
Bureau of Employment Services

- The OEDB shall formulate and administer a national skills standards system for industry trades
National Manpower and Youth Council (NMYC)
- The Council shall develop and implement a long-term national manpower plan for the optimum allocation, development, and utilization of manpower for employment, entrepreneurship, and economic and social growth
- The NMYC shall establish a National Manpower Skills Center and regional and local training centers for the purpose of promoting the development of skills
