Returning from Candidacy
- A candidate must inform the municipality of their withdrawal before the election date.
- The withdrawal must be done via a written statement.
Election Disputes
- If a candidate loses the election, they can appeal to the State Council.
- The council has a 6-month timeframe to rule on the appeal. The goal is to avoid mixing public and private interests.
Election of the Municipal Council President and Vice President
- They are elected by secret ballot from the council members.
- The council can remove the president or vice president after three years if a quarter of the council members request it.
- A new election will be held for a new president and vice president.
- The procedures ensure accountability for the president and vice president's actions.
Incompatible Positions
- Holding a municipal council position and a seat in the parliament, or any ministerial position, is forbidden.
- Being a member of a parliamentary committee or a voluntary civic council is also forbidden.
- Judges are not permitted to be council members.
Forbidden Relatives
- Certain relatives cannot hold both a government position and a family member position simultaneously.
- These include spouse, siblings, parents, children, in-laws, aunts, uncles, nieces, nephews, or cousins.
- If two candidates are equally related, the younger one is chosen if they are equally qualified.
- Otherwise, a lottery decides the matter.

- Villages and districts with a population above a certain threshold elect a mayor (mukhtar)
- A village/neighborhood election is a community governance structure elected by citizens to manage aspects of the area.
- The mukhtaar council is made up of the mukhtaar and 3 council members in towns and cities, with only a mukhtaar elected in neighborhoods.
- The exact number of council members is determined by the size of the community.
- The council's term is six years.

- The mayor (mukhtar) is responsible for the village/neighborhood.
- Keeping a register of citizens (population registry).
- Issuing certificates of birth, death, or residency for residents.
- Certifying certain official documents.
