Department Vehicular Reporting

Terminology

  • A Department Vehicle is any motor vehicle owned or operated by the department, including leased, specialty, and privately-owned vehicles authorized for official use.
  • Department Vehicle Damage refers to damage caused to a department vehicle that is unreported, caused by malicious intent, or of a miscellaneous nature, excluding minor damage that does not affect the vehicle's normal operation.
  • A Vehicular Incident Packet (VIP) includes reports and photographs associated with the department vehicle damage incident.

Procedure

  • Members must operate department vehicles in a safe and professional manner, in accordance with state law and city traffic ordinances.
  • In the event of a vehicular incident, members must notify the Communications Unit Supervisor, who will notify the Office of General Counsel (OGC) if the incident involves serious injury to a department member or citizen.
  • The Fleet Operations Unit (FOU) must be notified within 24 hours if the vehicle is drivable, and immediately if the vehicle is not drivable.
  • The Accident Investigation Squad (AIS) will respond to the scene of a department vehicular incident that occurs outside the city limits and involves death or serious injury.

Police Vehicle Report

  • Form 154 P.D. is used to document vehicular incidents and vehicle damage.
  • The supervisor will categorize the type of damage using the following categories:
    • Malicious Damage: intentionally caused by a department member or other person.
    • Miscellaneous Damage: not the result of a vehicular incident or malicious damage, e.g., car wash damage.
    • Unreported Damage: undocumented vehicle damage discovered by the department member.

Vehicular Incident Classification

  • The bureau commander makes the final determination on all vehicular incident classifications.
  • If the bureau commander changes the classification, they will return the file through the chain-of-command to the immediate supervisor/commander for appropriate action.

Disciplinary Actions

  • Preventable vehicular history from the previous four years with similar contributing circumstances will be considered in determining disciplinary actions.
  • If disciplinary action is recommended, an RIR, Form 388, and an updated copy of the member's Demeanor Record, Form 386 P.D., will be attached to the VIP by the division commander.
