Policy 410 - Bilingual Skill Pay
- The policy applies to sworn and non-sworn members of the Kansas City, MO Police Department, excluding Police Officer Candidates.
- Members who can interpret a foreign language or translate for the hearing impaired can receive compensation.
Bilingual Skill Pay List
- A list of department members who have been tested, found to be proficient, and approved to provide interpretation in a foreign language.
Interpreter
- The act of listening and communicating in one language (source language) and orally converting it to another language (target language) while retaining the same meaning.
Policy Details
- Members who are proficient in a foreign language or American Sign Language for the hearing impaired will receive compensation according to the current Memorandum(s) of Agreement (MOA).
- Skill pay is paid biweekly and will not be paid while the member is assigned to the sick leave pool, the injury leave pool, limited duty pool, or on suspension without pay.
Proficiency Standard
- Spoken Language: high intermediate level, demonstrated by the ability to describe situations and express oneself with creativity, using a broader range of vocabulary, and a higher register of words.
- Sign Language: members must comply with the licensure law for interpreters (RSMo Chapter 209.319 – 209.339).
Frequency for Testing
- Foreign Language: members must be retested every three years.
- Interpreters for the Deaf: the State Committee of Interpreters requires license renewal annually.
Procedures
Spoken Language Testing Process
- The Human Resources Division conducts testing once a year and announces it to all members.
- The department pays the cost of testing for bilingual skill pay.
Sign Language Testing Process
- Members must contact the Missouri State Committee of Interpreters for testing and certification.
- The department reimburses members for the cost of testing and becoming certified under the licensure law for interpreters.
Approval Process
- Foreign Language: notification of member scores is handled by the Personnel Records Section or Human Resources Division, and payment is authorized.
- Sign Language: members must present documentation showing they are a licensed interpreter in the State of Missouri, and payment is authorized.
