Automatic External Defibrillation (AED) Program
- The Kansas City Missouri Police Department has an AED program to deliver early defibrillation to victims of sudden cardiac arrest.
- The program is overseen by the Office of the EMS Medical Director (Director).
Guidelines
- The use of an AED does not replace care provided by EMS.
- Members using an AED in good faith are not liable for civil damages unless they act in a willful and wanton or reckless manner.
Procedures

Use of an AED
- Attempt to contact a trained and certified department member to operate an AED without delaying emergency treatment.
- If no trained user is available, members can perform lifesaving measures, including using an AED.
- Operation of an AED is done by following voice prompts on the unit.
- EMS will be notified anytime an AED is utilized.
- The AED Event Report (Form 259 P.D.) will be completed after emergency medical services have been rendered to the patient.
Building Operations Unit (BOU) Responsibilities
- BOU is responsible for all affixed AEDs.
- When a division receives a new or replacement AED from BOU, a new certificate will be updated by the Office of the EMS.
- BOU will coordinate with each division on new or replacement affixed AEDs.
Division Commander or Designee Responsibilities
- The Division Commander or designee is responsible for all portable AEDs in Department vehicles.
- Ensure that Program Applications, inspections, and testing follow the same protocols outlined in Section III, B.
Training and Re-certification
- The Professional Training Division provides AED training and re-certification for members upon request.
- Members are responsible for scheduling re-certification training with the Professional Training Section when their certification is nearing expiration.
AED Supplies/Equipment
- Replacement supplies, AED machines, pads, etc. will be requested through the Financial Services Unit in accordance with the current written directive entitled, “Fiscal Procedures.”
