Adequate Housing Costs and BAH
- Housing allowances in a Military Housing Area (MHA) are determined by the rental costs for civilians with similar income levels.
- Basic Allowance for Housing (BAH) is categorized as follows:
- Partial Rates: Reflects the difference in basic pay due to reallocated pay raises from 1980 and 1981.
- Diff Rates: The difference in Basic Allowances for Quarters (BAQ) with and without dependents, adjusted annually based on average pay raises.
BAH Rate Adjustments
- BAH Diff rates are increased annually.
- Transit Rates vary based on the member's previous Permanent Duty Station (PDS) location and the type of housing allowance received.
FSH Rates
- FSH-B: Similar to the BAH rate for members without dependents in the same location.
- FSH-0: Computed using the same rules as without dependent Overseas Housing Allowance (OHA) for the respective location.
Special Circumstances for BAH
- BAH Reserve Component (RC) rates apply for active duty periods of 30 or fewer days, based on BAQ amounts from December 31, 1997, with annual increments based on average housing allowance.
- Members assigned to government housing appropriate for their grade or rank, adequate for themselves and dependents, are not authorized Partial BAH or BAH Diff.
Dependency Determinations
- Dependency determinations for secondary dependents and doubtful primary dependents in the Army, Navy, and Air Force are made by the Defense Finance and Accounting Service (DFAS).
- For Marines, determinations are made by the CMC - MPP - 1.
Housing Allowance Eligibility
- A member's eligibility for housing allowance begins on the reporting day to their new PDS.
- If a member reports on July 30, 2015, that day marks their eligibility start.
- OHA eligibility starts the day after the member's reporting day, accompanied by Military Airlift (MALT) and per diem.
Documentation and OHA Termination
- OHA requires completion of DD Form 2367.
- OHA, FSH-B, or FSH-0 authority ceases under specific conditions:
- When the OHA lease terminates.
- On the day of departure in compliance with a Permanent Change of Station (PCS) order.
- The day before the effective date of a home port change from Overseas to the member's assigned unit or ship.
- Upon assignment to government quarters.
- Housing allowance based on the previous home port generally ceases the day before the effective change date.
