BSNL Data Network
- Objectives of this chapter: understand different projects for Data Network, Network Architecture, Project 1 and Project 3, Multiplay Broadband, and MNG PAN.
Network Architecture
- Node types: A1, A2, A3, and A4, with different numbers of cities and specific devices (Core router - Cisco 12416, Edge Router - Cisco 7613, etc.)
- MPLS network has 129 Core Routers and 459 Edge Routers.
- 2-layer centrally managed IP backbone network designed to provide reliable routes.
Network Architecture of Project 1
- Layer - 1 Core network (A1, A2, and A3 cities) has high-speed Backbone (STM-64) and high-end fully redundant Core routers.
- Layer - 1 nodes consist of high-end fully redundant Core routers and are interfaced to Edge routers through Gigabit Ethernet interfaces.
- The system supports provisioning, billing, customer care, accounting platform, and billing for the complete range of IP-based services.
Messaging Solution
- Components: Messaging, DNS, AAA, MMP, LDAP, SMTP IN & OUT, Messaging Servers, Address Book Servers, etc.
- Salient aspects: setting up a proven, robust, scalable Messaging Solution with best-in-class security components.
Storage Platform

- Total 12 routers implemented as Metro Ethernet Project.

JTO Phase II (DNIT) Overview
- JTO Phase II (DNIT) is a data network and IT project that provides a comprehensive network infrastructure for BSNL data network.
- The project aims to provide a common IP infrastructure that supports all smaller networks and sub-networks.
Network Architecture
- The network architecture consists of a 2-layer IP and MPLS network.
- The Core Network (Layer 1) is a high-speed backbone network that provides packet forwarding between core nodes.
- The Edge Network (Layer 2) provides customer access, enforces QoS, and supports MPLS edge functionality.
Services
- Direct Ethernet Access Services: provides broadband "always-on-internet" access using Fiber-to-the-building.
- Layer 2 MPLS VPN Services: provides point-to-point connectivity between corporate LAN sites.
- Layer 3 MPLS VPN Intranet and Extranet Services: provides LAN interconnectivity between multiple corporate LAN sites.
- Managed Customer Premises Equipment (CPE) Services: provides managed CPE services to customers.
- Value Added Services: includes encryption, firewall, and network address translation (NAT) services.
Data Centre Services
- Data centre services are available at Bangalore, Delhi, and Mumbai.
Network Infrastructure

Node Configuration

Project 1 Overview
- Project 1 is an MPLS-based IP network infrastructure that initially covers 71 cities along with associated NMS, PMS, firewall, and caching platforms.
- The project provides a cost-effective way to enhance customer networking quality by providing a single connection from the customer's office router to a service-provider edge router.
JTO Phase II Data Network & IT
- JTO Phase II (DNIT) Version 1.0 was released in Sep 2021 and is for restricted circulation.
MNG-PAN
- MNG-PAN (MPLS-Based Next Generation Packet Aggregation Network) incorporates MPLS-TP (MPLS-Transport Profile) technology for transport network of telecom services.
- It is an advanced packet aggregation network solution designed for efficient multi-service aggregation of voice, video, and data traffic from various access technologies.
- MNG-PAN collects customer traffic from different access broadband networks (e.g., DSL, FTTH, MSAN, 3G Node B, Wi-Max) and hands it over to the IP-MPLS core network.
- The equipment supports bridging functionality between MPLS-TP and IP/MPLS domains.
MNG-PAN Architecture
- The typical architecture of MNG-PAN consists of PAN-COAU (Packet Aggregation Network – Central Office Aggregation Unit) switch and OC-PAN (Other City Packet Aggregation Network) switch.
- The PAN ring aggregates traffic from all nodes and hands it over to the upper MNG-PAN ring.
- The COAU switch of the PAN ring aggregates traffic from all PAN nodes and hands it over to the IP-MPLS core.
Project 1
- Project 1 involves deploying an MPLS-based IP network infrastructure covering 71 cities along with associated NMS, PMS, Firewall, and Caching platforms.
- The initial city-wise categorization of nodes under NIB-II Project 1 is given in Table.
Limitations of Existing Network
- The existing network has bottlenecks at the aggregation network layer due to heavy traffic from access network layer (e.g., cascaded DSLAMs, BSNL OLTEs, Third Party OLTEs, RNC Node-B, WiFi hotspots, ILLs, etc.) to aggregation network.
- Heavy traffic of OCLANs, cascaded OCLANs, and connected access network layer NEs aggregating to RPR also contributes to the bottleneck.
Why MNG PAN
- MNG PAN addresses the limitations of the existing network by:
- Increasing redundancy and capacity of the network
- Bandwidth up-gradation from 1GE to 10GE or 100GE with more number of uplinks to BNG
- Rings of access network equipment are also possible
- Stability in the network
- Large network area coverage

JTO Phase II (DNIT) Overview
- JTO Phase II (DNIT) is a data network and IT project that provides a comprehensive network infrastructure for BSNL data network.
- The project aims to provide a common IP infrastructure that supports all smaller networks and sub-networks.
Network Architecture
- The network architecture consists of a 2-layer IP and MPLS network.
- The Core Network (Layer 1) is a high-speed backbone network that provides packet forwarding between core nodes.
- The Edge Network (Layer 2) provides customer access, enforces QoS, and supports MPLS edge functionality.
Services
- Direct Ethernet Access Services: provides broadband "always-on-internet" access using Fiber-to-the-building.
- Layer 2 MPLS VPN Services: provides point-to-point connectivity between corporate LAN sites.
- Layer 3 MPLS VPN Intranet and Extranet Services: provides LAN interconnectivity between multiple corporate LAN sites.
- Managed Customer Premises Equipment (CPE) Services: provides managed CPE services to customers.
- Value Added Services: includes encryption, firewall, and network address translation (NAT) services.
Data Centre Services
- Data centre services are available at Bangalore, Delhi, and Mumbai.
Network Infrastructure
- The network infrastructure is designed to provide IP network access, both on retail and wholesale basis, to DSL and leased access customers.
- The network supports data, voice, and video applications over Layer 2 and Layer 3 MPLS VPNs.
- The network provides a common IP infrastructure that supports all smaller networks and sub-networks.
Node Configuration
- There are 4 types of nodes: A1, A2, A3, and A4, each with different capabilities and configurations.
- The nodes are configured in a full mesh with link bandwidths of STM-64.
- The Edge routers in cities are connected to the Core layer either locally through Gigabit Ethernet interfaces or remotely through dual homed STM-16/STM-1 links.
Messaging Services
- The messaging services are provided through 5 messaging and associated storage systems that will be set up in 5 cities.
- Each city is connected through the IP backbone.
Security Systems
- The security systems include load balancers, firewall appliances, intrusion detection systems, and antivirus systems.
Network Operation Center (NOC)
- The NOC provides a centralized network management and end-to-end provisioning of multiple services.
- The NOC is connected to the Core router through a Gigabit Ethernet link with three zones of firewall within the Centre.
- The NMS of NIB-II project 1 is the comprehensive NMS for entire NIB-II, including NIB-I, MPLS VPN.
Service Level Agreement (SLA)
- The network supports SLA, which ensures a certain level of service quality and performance.
Project 1 Overview
- Project 1 is an MPLS-based IP network infrastructure that initially covers 71 cities along with associated NMS, PMS, firewall, and caching platforms.
- The project provides a cost-effective way to enhance customer networking quality by providing a single connection from the customer's office router to a service-provider edge router.
