Standard Operating Procedures for Lieutenants
- Lieutenants are the commanding officers of their company during their shift
- They have authority over personnel assigned to their company
- They cannot make permanent changes to station, equipment, personnel, or apparatus without authorization from the company Captain

Standard Operating Procedures for General Promotional Requirements for Lieutenants
- Engineers must serve at least 12 months as an Engineer before applying
- Only probationary and permanent time in grade counts towards time in rank; provisional time does not count
- Must hold a Municipal Fire Inspector I certification (Prevention Division) that is current and maintained
- Must hold a State of Florida Paramedic certification (Suppression and Rescue Division) that is current and maintained
- Must hold NIMS Incident Command 1-100 and 1-200 certifications
- Must hold one of the following certifications:
- JFRD Fire Officer I (Suppression, Rescue, and Prevention Divisions. Closed to new applicants as of 1/2/2019)
- State of Florida Fire Officer I
- A.S./B.S. in Fire Science
- A.S./B.S. in EMS Management
- Any necessary certifications must be submitted to the Training Academy by the application deadline
- Human Resources audits applicants after the application period closes
Standard Operating Procedures for Fire Officer I
- There are three options for obtaining Fire Officer I certification:
- State of Florida certification (4 classes plus state exam)
- JFRD certification (7 classes)
- NFPA certification (nationwide program, varies by state)
- Members with an associate's or bachelor's degree in Fire Science or EMS Management from an accredited institution are in compliance with the Fire Officer I requirement.
- Members with a Florida Fire Officer I certification before the current standards are still in compliance with the Fire Officer I requirement.
- Class substitutions may be granted by the Education Review Committee following request and submission of course information to Division Chief of Training
Standard Operating Procedure for Company Officer
- The role of a company officer is to supervise assigned personnel, ensuring personnel under their supervision have learned the required knowledge for their position; their responsibilities differ depending on suppression or rescue duty divisions
- Rescue company officers must have detailed knowledge of emergency medical care and control of other emergency situations; they must know the location of streets and buildings in their response territory
- Suppression division company officers must have detailed knowledge in the prevention and extinguishment of fire, and control of other emergency situations
- Company officers must provide supervision, guidance, encouragement, and training to ensure that personnel under their command meet the standards of the JFRD
Standard Operating Procedures for Engineers
- Engineers are the primary operators of JFRD apparatus
- They are in charge of the company in the absence of the company officer, unless another is designated by the District/Battalion Chief
- Must have thorough knowledge of apparatus operation, carried equipment and operation of other related apparatus
- Must have a general knowledge of major streets and buildings
- Must know locations (first and second alarm territories) of streets, water supply sources, schools, commercial buildings and other high-risk structures relevant to their assigned stations
- Must know emergency routes, including hospital emergency rooms used by the JFRD
- Responsible for safe operation of apparatus during both normal and emergency conditions
Standard Operating Procedures for Firefighters
- Firefighters are the basic operational personnel of JFRD, responsible for performing all duties required by superiors
- Must know major city streets, buildings, and locations of water supplies and hazard structures (first and second alarm territories) within their assigned district
- Must know how to operate all equipment carried on their apparatus (and those on related ones)
- Must have basic operational skills relevant to the fire service
- Must complete company drills and training encompassing physical and mental health in a manner that prepares them to perform any assigned duty. Training encompasses all facets of JFRD operations (company officer, District/Battalion Chief, Training divisions)
Standard Operating Procedures for Probationary Firefighters
- Probationary Firefighters must complete certain requirements within 12 months of hire to become full-time JFRD employees; these include:
- Successful completion of driver and apparatus training
- Mastering basic fireground skills
- Passing two written, oral, and practical examinations within the 7-month and/or 11-month periods. This includes passing the probationary checklist.
- Unless extenuating circumstances exist, firefighters cannot change stations during probationary period
Standard Operating Procedures for Attendance Policy
- JFRD personnel on 24-hour shifts must report to work by 0800 hours; other shifts must report by their designated start time. They remain on duty until officially relieved.
- Before being relieved, personnel must complete certain tasks and log-in processes; failure to complete these duties may impede the relief process.
- If an employee needs to be away from their assigned worksite for any reason, they must obtain approval from the District/Battalion Chief in advance.
- Personal leave requests for less than two consecutive shifts must be submitted at least 24 hours in advance unless it is for illness
- Requests for leave for more than two consecutive days must be submitted two weeks in advance
- Leave consisting of any combination of holiday, annual leave, compensatory leave, and emergency compensatory leave must be 9% of assigned daily field operations when combined; otherwise it may entail specific conditions.
- Employees are subject to disciplinary action due to absences (excessive) based on company policy
Standard Operating Procedures for Station Procedures
- Stations must be kept clean, orderly, and organized by designated personnel; this includes maintaining an appropriate environment to support crew safety, health, and morale.
- Any issues or maintenance requirements must be addressed promptly by relevant personnel
Standard Operating Procedures for Personal Protective Equipment
- All JFRD personnel must wear required PPE; the types of required PPE depend on the call and assigned duty.
- All PPE must be maintained in a clean and good condition; severely damaged items are to be returned for repair or disposal
- PPE must be properly cleaned and maintained per established JFRD procedures; specialized cleaning may be required by Logistical Support
Standard Operating Procedures for JFRD Uniforms
- JFRD personnel must wear the appropriate uniform at all times while on duty; the correct uniform depends on the rank, division, and time of day; certain distinctions may be made for indoor and outdoor operations, and special events
- Designated uniforms are subject to rank status and specific circumstances
- Unsanitary, damaged, or excessively worn uniforms are not permitted at any time
