Definitions
- Biohazard: A biological or chemical substance harmful to humans and the environment.
- Ectoparasites: Parasites living outside the host, like fleas, lice, bed bugs, and scabies.
Procedure: Inventory of Inmate's Clothing
- After a search in the sally port, an Intake Deputy inventories the inmate's personal clothing and enters data into the Corrections Management System (CMS).
- Biohazardous clothing is placed in a labeled red biohazard bag with the inmate's name and property number and sent to the Property Clerk.
- Clothing exposed to fentanyl requires deputies to wear protective gear and avoid skin contact.
- The clothing is secured in a marked biohazard bag and not placed in a mesh property bag covered by a biohazard bag.
- Deputies take the biohazard bag to a Property Clerk, informing them of the fentanyl exposure.
- The Property Clerk seals the bag in a vacuum bag, then places it in the appropriate mesh property bag where it remains unopened.
- Upon release, inmates with fentanyl-exposed clothing receive donated clothes and their sealed clothing, which they cannot open until off WCSO property.
- The Releasing Deputy must instruct the inmate to not to open the sealed bag until off WCSO property.
- The Intake Deputy and inmate then sign a form verifying the inventory of clothing, money, and secured property.
Procedure: Inmate Clothing Change
- The inmate is escorted from the sally port to the Civil Protective Custody (CPC) shower stall after the search.
- Uncooperative or intoxicated arrestees are placed in a holding cell per SOP 701 Intake.
- Once released from the holding cell, they proceed with the clothing change to jumpsuit procedure before entering the Intake lobby.
- Inmates must remove personal clothing inside the shower area and will receive Detention Facility undergarments, including socks and a jumpsuit (Green/White for males, Blue/White for females).
- Additional holding cells or Property shower stalls may be used, ensuring windows are covered (e.g., CPC Holding Cells 14/15, Intake holding cells if utilized).
- A visual check of the area is done before moving the inmate.
- The inmate is then escorted for a full body scan.
- Personal clothing is searched for contraband and placed in the inmate's property bag before assigned housing
Processes for Release and Decontamination Showers
- Inmates unable to secure a release are changed out of the jumpsuit to Property for washing and reuse.
- Inmates who can post bail or are released on their own recognizance are escorted during the release process.
- Inmates able to secure release are instructed to change back into personal clothing and place the jumpsuit in the laundry bin for washing and reuse.
- A property slip containing the inmate’s information and clothing sizes is completed by the Deputy and obtained from the Property Clerk.
- The Deputy verifies inmate details on the Inmate Movement Card, confirms CMS event entries and then escorts the inmate to decontamination shower stalls near Property.
- A decontamination shower is provided prior to housing unit assignment, conducted by a deputy of the same gender identity as the inmate.
- Transgender inmates can shower separately from other inmates as per SOP 704.11 and 28 CFR § 115.42.
- Inmates who are uncooperative or combative will not take a decontamination shower, referencing Section 3 of the procedure.
- The inmate is instructed to remove clothing and place it on the bench inside the stall, then the clothing gets visually searched.
- Deputies then retrieve the clothing and put it into the inmate's property bag.
- The appropriate inmate uniform is provided by the Property Clerk as per the Uniform and Linen Issue Procedure, directing inmates to dress in the uniform after the shower.
- Inmates do not have access to their property bag without supervision.
- Medical personnel are to be notified, and the inmate will be evaluated and treated in accordance with the Medical Policy and Procedure Manual when ectoparasites (e.g., bedbugs, lice, scabies) are believed to be present.
Guidance for Ectoparasites and Uncooperative Inmates
- If ectoparasites are present, clothing is placed in a red biohazard bag tagged with the inmate's information. The bag is sent to the Property Room for decontamination, according to the laundry procedures.
- If an inmate refuses the decontamination shower, they are processed by force:
- Staff are to provide opportunity for voluntary compliance
- The Intake Sergeant can order deputies to physically complete the process, which includes removing the inmate's personal clothing.
- Deputies should utilize a reasonable number to accomplish the procedure safely, if the Intake Sergeant is unavailable
- Care is to be taken to avoid harming the inmate or damaging clothing via deputies of the same gender identity if possible.
- Inmates will be shielded from view by other inmates
- Deputies of the opposite gender may assist if there are not enough deputies of the same gender.
- All reasonable precautions are taken with the inmate to treat them with respect
Procedures for Inmates with Disabilities and Storage of Property.
- Physically disabled inmates are escorted to the Infirmary for handicapped shower facilities in Intake. Prior to escorting the inmate, their uniform is obtained.
- The inmate's process mirrors that in the Intake shower area and medical staff are available to assist.
- The property bag is returned to the Property Clerk after the shower.
- Special medical clothing items may be kept by the inmate upon medical approval; the items are searched and recorded on the inmate's property record form.
- Inmates needing supervision and physical help in the Infirmary remain there until housing is assigned per SOP 701.3.
- The Intake Deputy records the inmate's property number, last name, and first initial on the property bag.
- The bag goes to property and is put on a rack until release or housing assignment.
- The Property Clerk places the property bag on the rack numerically by property number after initial housing.
- Laundry procedure takes place if it is determined that the inmate's property is extremely odorous or ectoparasite infested prior to storage
Security and Release Procedures
- The Property Clerk ensures inmate property is kept safe and secure, with access limited to authorized personnel.
- Inmate workers assigned to property duties are supervised by the Property Clerk.
- Inmate workers are not to open, handle, or access any property bag(s) without supervision.
- Intake Deputies perform walk-through/searches of the property room and assigned inmate workers.
- Inmate clothing is under the control of the Sheriff's Office and can be searched for safety, security, gathering intelligence, or locating items.
- Inmate property can be released as per a court order, upon release from custody, or to law enforcement as evidence.
- For property released due to a court order, here are the processes followed:
- The Property Clerk gets a copy of the court order.
- Property is removed requested by the court order.
- The receipt and the request for the court order is forwarded to the inmate's booking jacket to get filed.
- NDOC Transfer procedures: Inmates must release their property to a designated person and fill out a Property/Money form via the smart communications tablet. Bulk property cannot exceed a 72 hour storage. If it exceeds it will be disposed of at the WCSO's discression.
- Inmates are escorted to the release hallway following the standard release procedure.
- Inmates are instructed to remove and dispose of the items in the correct area while being visually inventoried by Deputies.
Guidelines for Bulk Property and Evidence
- The Washoe County Detention Facility (WCDF)'s arrestee property is limited to what the arrestee can carry themselves, and is stored in what is called an Excess Bulk Property Storage (EBPS).
- The arresting/transporting officer will inventory all excess bulk property on the Bulk Property Form which excludes medical equipment.
- Any money or valuable personal property must be given to the Intake Deputy who will place it into the arrestee's secured property.
- The inmate and arresting officer will sign a Bulk Property Form in the Booking check and report room verifying items.
- The property is removed if it is determined to be illegal, transported safely for hazardous materials, and is easily disposed of properly for perishables.
- If an inmate is unable to sign the signature line of the Bulk Property Form, the transport office must indicate why
- The arresting officer will take the property to the EBPS after completing the bulk property form
- The arresting officer is limited to one bin per imate via alphabetical order
- The arresting and transporting officer will retain the key to the station
- The Intake Seargent must include the items stored if not the WCDF will not accept the bulk property
- Any property removed for evidence must be cleared with the Intake Seargent
- If an inmate claims to have missing property at the scheduled time of release, the inventory gets checked by deputies for validity
- The County Risk management provider processes these claims if an agreement is made to file it.

- Property of monetary value that goes unclaimed by the inmate for more than thirty days from the date of transfer goes to the Booking/ Central Supervisor for proper disposal
