General Instructions for Commissioning Signalling Installations

  • Safety of travellers ensured by rules in the Indian Railway Act, General Rules & Subsidiary rules for all Open Line Railways, Rules for Opening of a Railway or section of a Railway for the public carriage of passengers, and the Indian Railway Schedule of Dimensions.
  • Legal authorization required for any work affecting running lines, before commencement or use, and before opening a new line section for public traffic.
  • Prior notification to railway officials required for signalling works affecting train running or traffic at a station, including date of work commencement, duration, train operating arrangements, date of opening, etc. This is crucial for informing station and running staff.
  • All works must adhere to approved plans, standard drawings, and specifications, conforming to the manual's provisions (where applicable).
  • Deviations require prior approval of the Principal Chief Signal and Telecommunication Engineer, documented on completion drawings, and forwarded with revised prints.

Responsibilities of Engineer in Charge

  • No work commences without adequate men and materials, approved signalling plans, locking tables, diagrams, selection tables, and standard drawings & specifications.
  • Commissioner of Railway Safety or Principal Chief Signal & Telecom Engineer (as applicable) authorization required for work on lines already opened for passenger traffic.
  • Necessary working rules and temporary working instructions are required.
  • Detailed estimate for work must be sanctioned with necessary fund allotment (unless work initiated under urgency certificate).
  • Ensuring efficient execution of works and making frequent inspections.
  • Issuing detailed instructions to subordinates (e.g., JE/SSE's).
  • Providing progress reports to the Principal Chief Signal and Telecommunication Engineer.
  • Responsibility for accurate fund booking.
  • Assisting the Operating Department with station working rules.
  • Arranging signal sighting committee inspection.
  • Setting a date for joint opening with officials and notifying all concerned.
  • Issuing safety certificate and joint message to the Commissioner of Railway Safety.

Responsibilities of SSE(Signal)/Incharge

  • Work commences only after authorization by the appropriate officer.
  • All measures are taken for safe train operation during work execution.
  • Avoiding any unnecessary delays to trains. Timely communication of delays to the Engineer In Charge.
  • Ensuring that the station staff has been properly notified about the station working rules.
  • Verification of the correctness of the work by the SSE before asking the Engineer in charge to test and finally commission the work.
  • Taking necessary precautions to avoid staff or equipment damage.
  • Prompt reporting of any accidents.

Joint Inspection/Handing Over of New Assets

  • Joint inspection at both Divisional open line and construction/Work Executing agency levels (SSE(Signal)/Incharge & officer level) before taking up Non-interlocking of a station. This includes yard re-modelling/interlocking changes or commissioning of Signalling works for a new line/gauge converted line.
  • Joint inspection within 15 days of commissioning to identify deficiencies.
  • Category A deficiencies require rectification before handover.
  • Category B deficiencies can be rectified later.
  • Handing over/taking over of signalling assets within 2 months of commissioning. Specific handover/taking over procedures exist (in Annexure 9-A7).

Obtaining Sanction for Works on Lines Opened to Traffic

  • Works require Commissioner of Railway Safety approval under Section 20 of the Indian Railways Act and Chapters VI & VII. This concerns passenger train operations and temporary arrangements, except emergencies.
  • Railway Safety sanction required for signal and interlocking work connected with opening passenger trains. This extends to additions, extensions, or alterations to existing block, signalling, and interlocking installations; changes in block, signalling, and interlocking schemes; new stations, level crossings; and the fixing of gates at level crossings.
  • Several types of works do not need Railway Safety sanction. For example, telephones at level crossings and electrical/mechanical lifting barriers and emergency interlocking arrangements at level crossings.

Application to the Commissioner of Railway Safety/PCSTE

  • Applications are submitted via specified forms (e.g., Form 1606/1 "Application for Sanction" - Annexure 9-A1) at least 14 days in advance of anticipated commencement.
  • This relates to work execution by different organizations, including divisional organizations, extra-divisional organizations, etc.
  • Safety certificates per specific forms (Annexure 9-A2) required before work commencement. This varies based on whether Railway Safety inspection is conducted prior to opening date or not.

New Lines & Electrification

  • Commissioner of Railway Safety approval not needed for new lines or electrification unless the line is being opened for passenger traffic or electric traction.
  • Specific documents (e.g., tabulated details, railway index plan and section, drawings, lists of questions and answers, certificates, infringement lists of dimensions, proposed testing train diagrams, station working rules) are required, at least 1 month before opening.

Introduction of New Locomotives or Rolling Stock

  • Applications to Central Government are needed for introduction of new locomotives or rolling stock, or increased speed of existing stock.
  • Specific details, such as diagrams, speed certificates, cost estimates for modifications are needed.
  • Key documents (including those in Annexure 9-A6) are required for sanction of new locomotives or rolling stock.

Handling/Taking Over of Signalling Assets

  • Procedures for handing over and taking over signalling assets, including timelines for inspections, and documentation to be provided to the division (Annexure 9-A7) are outlined.
  • Maintaining and analysing signal failures, reporting to the Sr. DSTE, and ensuring that safety measures are taken.
  • Necessary involvement of Open Line staff during construction activities is required.

PCSTE Sanction

  • Procedures for applying for PCSTE sanction, including required forms (Annexure 9-A8, 9-A9, and 9-A10) and documentation, are detailed.
