Sectoring in Incident Management System
- Sectoring is a tool that allows the Incident Commander (IC) to group personnel and resources into manageable units at an emergency incident, based on geographical or functional tasks.
Rationale for Sectoring
- Reduces the span of control for the IC
- Provides an effective command structure
- Reduces radio traffic, enabling the IC to focus on overall strategy and resource allocation
Sector Designation
- Sectors are designated by geographic position or functional task
- Geographic Designations:
- Main entrance of a building is designated as Alpha Sector
- Remaining sides are designated phonetically in a clockwise manner
- In multi-storey occupancies, Sectors are indicated by floor numbers (e.g., Sector 5 for the 5th floor)
- Functional Designations:
- Assigned according to tasks, such as Rehab, Staging, Fire Control, Ventilation, etc.
Sector Officer Radio Designation
- Sector Officer radio designations are abbreviated to reduce radio traffic
- Examples:
- Incident Safety Officer: Safety
- Staging Officer: Staging
- Rehabilitation Officer: Rehab
Sector Officer Responsibilities and Duties
- Responsible for command and control of their Sector
- Carry out tactical objectives assigned by Command
- Advise Command of their location and readiness
- Ensure accountability and designate a staging area
- Designate a controlled area and assign an Entry Control person
- Notify Command when additional resources are needed
- Set up air supply and ensure adequate resources
- Coordinate personnel re-assignment through Command
- Ensure personnel operate in a safe and effective manner
- Control personnel assigned to Rehab Sector
- Conduct and report PAR status of their Sector
Work Cycle Rotation
- Set up in sectors where tasks cannot be interrupted
- Three crews assigned per task:
- 1st crew deployed- deployed in hot zone
- 2nd crew "On Deck"- ready for assignment
- 3rd crew available at Sector Rehab- just exited hot zone,
- Teams rotate through these positions until two cylinders are depleted, then assigned to Incident Rehab Sector
- Advantages:
- Having personnel ready for immediate deployment
- Providing immediate resources for MAYDAY or RIT
- Reduces time traveling between Sectors
- Challenges:
- Getting adequate personnel in place to support the work cycle
- Setting up Air Supply and Accountability
Assignment of Sectors
- Sectors can be assigned based on:
- Span of control improvement for the IC
- Large or complex incidents
- Presence of special hazards
- Typically, a Sector Officer's span of control does not exceed a ratio of five to one
- Medical Sector:
- Established when patient care requirements are present
- Ensure Command receives updates on patient status
