    • Main Line System: A separate rope and anchor system connected to the rescuer's harness or the patient's packaging device. Constructed using an independent anchor, red rope, and a Multi-Purpose Device (MPD) or Rappel Rack, overseen by the Rescue Division.
    • Recovery Mode: Involves the removal of victims considered biologically deceased or where the possibility of a viable victim is extremely low. Risk to personnel must be minimal.
    • Rescue Division: The individual responsible for managing rescue or recovery operations, overseeing the establishment of rope systems and the Rescue Team. Must be trained to at least the operations levels of NFPA 1006 and 1670.
    • Rescue Firefighter(s): Trained and qualified Spring Fire Department (SFD) Rescue Team Members or trained and qualified Mutual-Aid Rescue Team Members, responsible for conducting the rescue or recovery of victim(s). Trained to at least the operations levels of NFPA 1006 and 1670.
    • Rescue Mode: Involves extrication and care of victims where biological death has not yet occurred.
    • Rescue Rope: Life safety rope for high and low angle rescues, inspected monthly and after each use.
    • Safety Team: Members assigned by the Rescue Division, primarily responsible for constructing and operating the safety line system.
    • Ground Control: An engine or ladder company assigned by the Incident Commander to control access to the area below the victim.

    Safety Procedures

    • All Rescue Firefighter(s) and potential back-up personnel must wear an SFD-owned harness within the Hot Zone. Other members working in the Hot Zone use discretion and oversight from the Rescue Division or Safety Officer regarding harness use. Members in elevated positions must be tied off to a secure anchor within three feet of edges.
    • Members should not wear bunker gear while working at height, opting for station uniforms or technical rescue attire, and duty boots or structural firefighting boots. A firefighting or rescue helmet is required.
    • Support members are not permitted to build or operate lowering, hauling, or safety line systems, but can assist with equipment handling as directed.
    • Before sending a rescue firefighter over the edge, a thorough rescue plan and safety brief is mandatory. The briefing includes the initial and secondary IAP, Rescue Firefighter(s), back-up personnel, Rescue Team members, Safety Team members, and escape routes.
    • A full safety check of all systems is required beforehand. The Safety Officer ensures the completion of the safety check and reports to the Rescue Division and Incident Commander.
    • All motion commands are dictated by the Rescue Division during lowering/hauling operations. Any member identifying a safety hazard must notify the Rescue Division or shout "Stop."
    • Air monitoring and ventilation are established and maintained when deemed necessary.

    Hand Signals

    • The following hand signals are used when portable radios are unavailable:
      • One hand extended above head: Distress, need assistance
      • One hand on head: Okay
      • Point left/right: Move left or right
      • Both arms crossed above head: Stop
      • Both arms crossed in front of chest: Need medical kit and help

    Equipment Maintenance

    • Upon returning to the station, all equipment is inspected for cleaning before packing.
    • All ropes, webbing, anchor straps, and related nylon-based equipment used during an incident must be inspected by a qualified Rescue Team Member. This inspection is recorded in PSTrax.
    • Damaged equipment is removed from service and the SFD logistics division is notified.
    • The SFD Rescue Team conducts monthly maintenance inspections for all high angle rescue gear and hardware.
    • Nylon-based materials seven years of age or older are removed from service and replaced.
    • Inspection and operational testing include:
      • Visual and tactile inspection of ropes, hardware, and anchor devices.
      • Visual inspection of support hardware bags, pre-rigged systems, packaging equipment, and the Skedco Tripod and Arizona Vortex.
