Engagement and Intervention Model

Situational Factors for Interventions
- Include considerations like inmate compliance levels (cooperative, verbal resistance, passive resistance, active resistance, assaultive, grievous bodily harm potential), self-injury/suicide risk, health status, mental state, institutional behavior, characteristics, available staff, containment level, weapons, number of inmates, location, and consultation with partners.
- Ongoing assessment and reassessment are key.

Intervention Strategies
- Isolate, Contain, Control: To minimize risk spreading.

- Communication: Verbal/non-verbal cues (conflict resolution if appropriate); verbal orders.
- Controlled Non-Intervention: Observation, containment, communication to reduce resistance.
- Tactical Manoeuvring/Intervention: Strategically moving an individual away from danger; using proportionate, necessary force to gain compliance.
- Interdisciplinary Teams: Multi-agency response involving various staff.
Responding to Incidents
- Sector Coordinator: Responsible for appropriate interventions, continuous assessment (physical and mental health), communication to Correctional Managers and Operational control for intervention approval.
- Health professional role: Assumed as soon as present; advises on required health interventions.
- Security response: If verbal approaches fail; and may involve restraint equipment, physical handling, chemical/inflammatory agents, batons/impact munitions or firearms, with only proportionate force employed.
- Health-Related Response: If communication fails due to mental state, substance use, etc., health care staff is consulted and interdisciplinary effort used. Immediate medical assistance, calmness, preserving consciousness, and continuous monitoring.
Post-Incident Procedures
- Statement/Observation Reports: Completed by all staff involved and submitted to the Correctional Manager.
- Debriefing: Correctional Manager and Health Services Chief conduct debriefing with related staff, emphasizing ongoing improvements.
