    Volume 1: Instruction to Bidders, Standard Forms, and Conditions of Contract

    • Volume 1 consists of three sections: Instructions to Bidders, Standard Forms (Contract), and Conditions of Contract
    • These sections are applicable to the contract and are part of the Standard Bidding Document for Procurement of Works for Minor Contracts, ICTAD Publication No. ICTAD/SBD/03, Second Edition – January 2007
    • The publication is not issued with the bidding document, and bidders are advised to purchase it from ICTAD

    Volume 2: Bidding Document

    • Volume 2 consists of nine sections: Invitation for Bids, Form of Bid and Qualification Information, Schedule, Specifications, Bills of Quantities, Drawings, Standard Form (Bid), and Checklist for Bidders

    Invitation for Bids

    • The District Secretariat, Kilinochchi District, invites sealed bids from eligible and qualified bidders for construction works
    • Bidding will be conducted through National Competitive Bidding Procedure
    • To be eligible for contract award, the successful bidder must not be blacklisted and must be registered in the field of building construction for the specified grade with ICTAD

    Bid Requirements

    • Interested bidders may obtain further information from the District Secretariat, Kilinochchi District
    • A complete set of Bidding Documents in English language may be purchased by interested bidders upon payment of a non-refundable fee of Rs. 2,000.00
    • Bids (original and duplicate) must be delivered or sent by registered post to the Chairman, Department Procurement Committee, District Secretariat, Kilinochchi District on or before 10.30 hrs on 06.06.2012

    Bid Validity and Security

    • Bids shall be valid for 63 days after the deadline for bid submission
    • Bids shall be accompanied by a Bid Security as specified in the table

    Schedule

    • The Schedule forms part of the bid
    • The bidder undertakes to commence the works as stipulated in the Schedule and to complete the whole of the works within the time stated in the Schedule

    Qualification Information

    • Eligibility requirements include ICTAD registration, grade, specialty, and expiry date
    • Bidders must provide information on blacklisted contractors, VAT registration number, construction program, legal status, and qualification and experience of key staff

    Specifications

    • The works under this contract shall be executed in accordance with the specification given in the latest revised documents issued by ICTAD
