    Study Notes

    Hydrographic Surveys

    • Order 2 surveys: For areas with depths less than 200m not covered by Special Order or Order 1, a general description of the bathymetry is sufficient to ensure there are no obstructions on the seafloor that will endanger the type of vessel transit
    • Order 3 surveys: For areas not covered by Special Order, Order 1, and Order 2 in water depths exceeding 200m.
    • Full bottom search is required in areas where the bottom characteristics and the risk of obstructions are potentially hazardous to vessels
    • Side-scan sonar is not used for depth determination, but to define areas needing more detailed and accurate investigation.

    Depth Accuracy

    • Depth accuracy refers to the accuracy of reduced depths, which are adjusted to chart or survey datum.
    • Tidal reductions are not applied to depths greater than 200m, except when contributing significantly to the Total Propagation Error (TPE)

    Total Propagation Error (TPE)

    • TPE combines all contributing errors, including measurement system and sound velocity errors, tidal measurement and modelling errors, and data processing errors.
    • It's determined statistically and represents the depth accuracy achieved at the 95% confidence level.
    • Should be made during hydrographic surveys to detect underground cables, pipes and other materials beneath the sea bed.

    Hydrographic Survey Report Format

    • Title Page
    • Location Map/Diagram (Digital format)
    • Table of Contents
    • Sections:
      • Summary of Results
      • Introduction
      • Description of the deliberation, operation, and events
      • Survey equipment, methods, and procedure
      • Data reduction and results
      • Appendices/Enclosures:
        • Tidal information/Reduction
        • Calibration Reports
        • Charting
        • Survey log sheets
        • Enclosures
    • List of Personnel

    Draughting

    • Draughting should adhere to 'A' series sizes sheets
    • Originals should be prepared on stable transparent film materials
    • The title block should be on the right hand side of the chart.
    • A one-millimeter wide line should surround both the title block and the main drawing, which are separated.

    Sounding Data

    • Sounding refers to the measured depth of water.
    • Sounding data on hydrographic charts is adjusted to a specific plane of reference known as Sounding Datum.
    • The Sounding Datum is the level to which soundings are reduced during a hydrographic survey.

    Tides

    • Spring tides occur near the time of new or full moon and rise highest and fall lowest from Mean Sea Level (MSL).
    • A storm surge is a rise in water level against the shore caused by strong winds.
    • Storm surges are most severe when they occur in conjunction with a high tide.
    • Mean water level is the average surface level of water determined by averaging water heights at equal intervals, usually hourly.
    • Mixed tides are characterized by a large inequality in either the high or low water heights with two high waters and two low waters usually occurring each tidal day.

    Survey Data

    • Metadata describes characteristics of data including accuracy.
    • Survey depths above hazards must be determined with at least the accuracy specified for Order 1 in ISO definitions.
    • Wrecks and obstructions with less than 40m clearance should be determined by high-definition sonar or physical examination (diving).
    • Mechanical sweeping can be used to guarantee a minimum safe clearance depth.
    • All anomalous features previously reported and those detected during the survey must be examined in detail and their least depth determined.
    • A depth limit beyond which detailed seafloor investigation is not required may be defined by the agency responsible for survey quality.

    Hydrographic Terminology

    • Escarpment refers to continuous lines of cliffs or steep slopes facing in one general direction caused by erosion or faulting.
    • Fairway refers to the parts of a waterway kept open and unobstructed for navigation.
    • Fathom is a measure of water depth equal to 1.83m (6 feet).
    • Gabion is a steel wire-mesh basket used to hold stones or crushed rock to protect a bank or bottom from erosion.
    • A geographic information system (GIS) is a system of spatially referenced information, including computer programs, that acquire, store, manipulate, analyze, and display spatial data.
    • The Geoid is the equipotential surface of the Earth's gravity field that best fits Mean Sea Level.
    • Global Positioning System (GPS) is a navigational and positioning system developed by the U.S. Department of Defense that determines a location on or above Earth by interpreting signals from several satellites.

    Other Relevant information

    • A magnetometer search for underground cables, pipes, and other materials beneath the seabed should be made during hydrographic surveys.
    • The format for presenting the report of a survey includes: title page, location map, table of contents, sections (summary of results, introduction, description of deliberations, survey equipment, data reduction, appendices), and list of personnel.
    • All draughting is undertaken on "A" series sizes sheets. All originals are prepared on stable transparent film materials.
    • Title block contains: title, location chart, geodetic information, legend, scale, notes, interpretation and draughting, name of contractor, survey vessels used, and chart number.

Guidelines For The Conduct Of Survey Practice In Nigeria

    • The Surveyors Council of Nigeria (Council) released guidelines for the conduct of Survey Practice in Nigeria on 16 July 2020.
    • The guidelines detail the regulation of the survey profession in Nigeria and the procedures for practicing surveying.
    • The guidelines are intended to ensure the accuracy of geospatial data and prevent conflicts arising from inaccurate surveys.

    Eligibility And Registration

    • Only registered Surveyors, Pupil Surveyors, Survey Technologists, and Survey Technicians registered by the Council can practice surveying.
    • The Council publishes the names of those qualified to practice surveying in an annual publication.
    • All registered Surveyors can practice throughout Nigeria.
    • Registered Surveyors are not required to participate in any further mentorship programs beyond the pupillage period outlined in the Surveyors Registration Council of Nigeria Act (CAP.S18 LFN, 2004).

    Work Scope And Limitations

    • Registered Surveyors are entitled to conduct surveys on public and private land in Nigeria.
    • All public and private survey works in Nigeria must use pillar/beacon numbers issued by the Council.
    • Only registered Surveyors can prepare plans for litigation on any parcel of land.
    • Registered Surveyors are the only ones allowed to give expert evidence related to plans.
    • Survey work for civil engineering projects and land registration must be conducted exclusively by registered Surveyors.

    Survey Record Keeping

    • All survey records, including cadastral, engineering, hydrographic, and GIS survey works must be lodged with the Surveyor-General of the Federation, the relevant State, or the Director of Surveys in the Federal Capital Territory within a month of completion.

    Role Of Survey Departments

    • The Surveyor Generals of the Federation and the States as well as the Survey Department of the Federal Capital Territory will no longer be involved in practical surveying. These offices will focus on policy and regulation, including coordinating the professional practice, managing spatial data, and serving as quality control offices for their respective States.

    Educational Institution Oversight

    • Universities and institutions offering survey training programs must provide the Council with a list of students enrolled in survey courses by March 31st each year.
    • Failure to comply will result in accreditation withdrawal, and graduates will not receive registration by the Council.
    • Institutions must provide the Council with their training timetable and course content at the beginning of each academic year.
    • The Council can conduct unscheduled visits to institutions to supervise instruction and monitor examinations.

    Mandatory Continuous Professional Development (MCPD)
