Telephone Use Guidelines

  • The Hoffman Estates Fire Department's telephone use policy is categorized under Administrative – 018 and is effective as of September 1, 2023.
  • The policy establishes criteria and guidelines for proper use of Department and personal telephones.

Department Cellular Phones

  • Department cellular phones are to be used exclusively for emergency or Fire Department Administration communications.
  • Cameras on Department cellular phones can only be used to document incidents or for official Department business.
  • Department cellular phones are the property of the Village and all information and messages created, sent, received, accessed, or stored through this system constitute official Village records.
  • Personnel are responsible for the appropriate use of Department cellular phones and must not engage in personal cell phone conversations or text messaging during firefighting activities, emergency operations, patient care, patient transport, or on the scene of any emergency call.

Personal Cellular Phones

  • Personnel are not allowed to use personal cellular phones to photograph, document, or record emergency scenes or incidents while on-duty.
  • Personal cellular phone use during working hours must be limited to essential and emergency matters, and shall be of short duration.

Business Telephones with Outside Lines

  • All incoming calls of a non-Fire Department business nature are to be limited to a maximum length of five minutes.
  • All incoming calls to fire stations must be answered by giving the station number, rank, and last name of the person answering the phone.
  • All outgoing calls are to be of a Fire Department business nature, and the use of telephones found in stations is a privilege and not to be used as a "free phone".

Responsibilities

  • Company Officers or Acting Officers assigned to the station are responsible for monitoring the appropriate use of business telephones with outside lines.
  • Personnel must not engage in unsafe work situations due to cell phone use, and must comply with Illinois laws banning the use of hand-held devices while driving.
