Brief History of Special Education in the Philippines
- Interest in educating Filipino children with disabilities was expressed by Mr. Fred Atkinson in 1902.
- The Insular School for the Deaf and Blind was established in Manila in 1907.
- The Philippine Association for the Deaf was founded in 1926-1927, and Welfare Ville Children's was established to educate individuals with mental retardation.
- Institutions for children with physical disabilities were set up, including the National Orthopedic Hospital and Elsie Gaches Village for physically and mentally handicapped youth in 1945-1953.
- Special classes for deaf students in regular schools were implemented, and the Bureau of Public Schools created the Special Education Section in 1956-1957.
- Colleges started offering special education courses and training for school administrators in special classes in 1960-1965.
- Training for teachers of children with behavioral problems and the establishment of the National Committee on Special Education, including the National Commission Concerning Disabled Persons, took place in 1970-1978.
- The School for Crippled Children in Cebu was founded in 1980-1983, and the Accessibility Law was passed to improve facilities for disabled persons.
- Focus on training teachers and raising awareness for disabilities, including the declaration of "Autism Consciousness Week" and policies to promote better facilities for disabled students took place in the 1990s.
