- Verify fire floor and fire extent
- Control occupants
- Control building systems
- Confine and extinguish fire
- Address floor above
Building Systems Control
- Fire suppression/pump system requires control
- HVAC requires control
- Elevators require control
Initial Fire Floor Confirmation
- Command must immediately double the fire floor assignment upon confirmation of a fire
- The minimum number of crews assigned to the fire floor from the first due assignment before a confirmed fire is 3 (two engines and one truck)
Resource Staging Area
- The Resource Staging Area (RSA) is located two floors below the fire floor
Elevator Usage
- Elevators are only usable if it is a known hydraulic elevator and the control room is on the ground floor when the fire is on the 5th floor
- You can never take the elevator to the fire floor; always stop two floors below
Attack Relief Cycle
- The attack relief cycle ratio is 3:1
- The minimum number of crews assigned to the floor above is one once the relief cycle has been established
Floor Above Crew Responsibilities
- Report smoke and heat conditions to command
- Report which stairway is being used and its conditions
- Confirm evacuation has occurred or is controlled
- Report resources needed
Compromised Stairwells
- Shelter in place is the strategy to use if stairwells are compromised with smoke and heat
High Rise Notifier Response
- On a high rise notifier alarm without confirming calls, the following units respond: 1 BC, 3 engines, 1 truck (minimum 1 unit 10-39)
- Dispatch has notifier alarm info without confirming calls
First Alarm High Rise Response
- For a 1st alarm high rise (possible smoke, smell of smoke, no visible fire), the following units respond: 2 BC, 4 engines, 2 trucks, 1 ambulance, 1 utility
- Dispatch info: Possible smoke, smell of smoke, no visible fire
Second Alarm High Rise Response
- For a 2nd alarm high rise (reported fire, visible smoke, confirming calls), the following units respond: 1 AC/DC, 4 BC’s, 8 engines, 4 trucks, 2 Utility, 3 ambulances, 2 heavy rescues
- Dispatch info: Reported fire, visible smoke, confirming calls
Third Alarm High Rise Response
- For a 3rd alarm high rise (confirmed working fire by units on scene), the following units respond: 2 AC/DC, 6 BC’s, 12 engines, 6 trucks, 1 mobile command, 1 comms chief, 1 DPS helicopter
- Dispatch info: Confirmed working fire by units on scene
Apparatus Base
- The apparatus base needs to be located a minimum of 200 feet away
Engine Company Functions
- Rescue operations
- Supplying water to standpipes
- Deploying hand lines
- Attacking the fire
Truck Company Functions
- Rescue operations
- Force entry
- Gain access
- Ventilate
- Support engine operations
- RIT (Rapid Intervention Team)
Attack Crew Work Time
- Attack crews will generally work for about 10 minutes of operating time
- Backup teams will be ready for deployment
Division Supervisor
- The first captain assumes the role of division supervisor if there is no chief officer on the fire floor
First Arriving Engine
- Arrives near the entrance (without blocking),equipped with full PPE, high-rise kit, building keys, dry chemical extinguisher, and building phone from FCC
- Goes to the FCC (Fire Command Center), marks the panel, recalls elevators, and locates stairways
- Reports panel status, determines fire location and size and initiates fire attack
Second Arriving Engine
- Standpipe connection, reverse lay to hydrant a minimum of 200’ away, hand lay 2nd line to standpipe. Full PPE, High-rise kit, extra equipment left at RSA
- Engine is WS (Water Supply), engineer is WS group
- Remaining crew checks standpipe valves and backs up FA (Fire Attack)
Third, Fourth, Fifth Arriving Engines
- Park 200’ away with: Full PPE, High-rise kit, extra equipment to RSA.
- 3rd goes to fire floor
- 4th checks floor above, then sets up in stairwell to replace FA
- 5th is initial RSA manager, prepares to replace FA team in stairwell
Sixth and Seventh Arriving Engines
- Park at apparatus base. Full PPE, high-rise kit, and extra equipment to RSA
- 6th goes to RSA and prepares to replace the team in stairwell
- 7th is FA from the 2nd stairwell (coordinates with initial FA), will be 2nd fire attack group supervisor
Eighth Arriving Engine
- Reverse lay from 2nd standpipe to hydrant 200’ away (different from other engine) or 3rd line to the only stand pipe
- Full PPE, high-rise kit, and extra equipment left at RSA
- The remaining crew backs up FA in 2nd stairwell, reports to 2nd stairwell FAG (Fire Attack Group) supervisor.
Ninth to Twelfth Arriving Engines
- Park engines at apparatus base
- Full PPE, High-rise kit, and extra equipment to RSA
- Report to 2nd stairwell FAG and prepare to replace attack crew
First Arriving Truck
- Parks for possible rescue(s) or FA,equipped with Full PPE, Truck kit, and extra tools to RSA
- Performs truck function on first floor: forceable entry, vent, open plenum for FA, and RIT
- Next truck takes truck functions if assigned to aerial rescue
Second Arriving Truck
- Parks a minimum of 200’ away unless aerial rescue is needed. Full PPE, Fan, and extra tools to RSA
- Places fan at base of FA stairwell
- Performs truck functions on fire floor and RIT for FA
