HAZMAT Management Overview
- HAZMAT (Hazardous Material) is defined in 49 Code of Federal Regulations (CFR) and other directives, indicating any substance posing a risk to life, property, or the environment if mishandled
- The DAF (Defense Air Force) HMMP (Hazardous Materials Management Process) program is outlined in AFMAN 32-7002.
- Responsibility for procurement and issues of HAZMAT rests largely with the LRS HAZMART Pharmacy
- Authorization for HAZMAT use and exceptions to the program rules are managed by the Base Hazardous Materials Management Program Team.
HAZMAT Management Program & EESOH-MIS
- The HAZMAT management program supports missions, evaluates and mitigates risk, minimizes HAZMAT use, and ensures compliance.
- EESOH-MIS (Environmental, Safety, and Occupational Health Management Information System) is used for HAZMAT authorization requests, tracking, and compliance.
- CE Environmental Flight provides EESOH-MIS training.
- Materiel Control (MC) ensures all authorized HAZMAT items are entered into EESOH-MIS prior to ordering, and does not exceed authorized stock levels.
- All transactions related to PRs (Purchase Requests), POs (Purchase Orders), issues, receipts, and PO invoices require EESOH-MIS and NexGen processing.
HAZMAT Authorization
- AF Form 3952, Chemical HAZMAT Request Authorization, is required for each HAZMAT item and is electronically submitted to EESOH-MIS.
- The AF Form 3952 for each HAZMAT item is reviewed and coordinated among Bio Environmental Engineers (BEE), Base Ground Safety Office, CE Environmental Management, and Fire Protection. These offices either approve or disapprove the item.
- A Safety Data Sheet (SDS) must accompany the AF Form 3952 submission.
- Items on the base HAZMAT Exception List do not require EESOH-MIS input but still need processing in NexGen.
HAZMAT Storage and Restrictions
- HAZMAT is stored separately from other items.
- HAZMAT containers are labeled according to regulations (federal, state, local environmental).
- No unauthorized hazardous materials can be brought onto an installation without proper authorization and approvals, and reporting
HAZMAT Labeling and Issue
- The Base HAZMART Pharmacy uses a bar-coding system for HAZMAT tracking and labeling.
- Barcodes are affixed to each hazardous material container before issuance.
- Labels remain on the containers until the material is used up and the container properly disposed.
HAZMAT Handling Cautions
- CE Craftsmen need training on safe handling procedures for HAZMAT.
- The HAZMART ensures each issued hazardous item has an SDS.
- The HAZMART updates EESOH-MIS for all HAZMAT issues to Work Groups (WGs). Local procedures dictate the organization responsible for EESOH-MIS updates.
- Shops are responsible for written reviews, coordination, and approval for each HAZMAT item they wish to use and stock.
- The CoMC coordinates HAZMAT information with the Base HAZMART.
- MC updates NexGen for POs, receipts, invoices, issues, and returns, to ensure accurate costing for Work Tasks (WT) and Work Groups (WG) in RP (Request Processing) and cost reimbursements.
HAZMART Pharmacy Operations
- The HAZMART is the authorized entity for issuing government-owned HAZMAT.
- Most CE units use the LRS-operated HAZMART or a contract for HAZMAT procurement, issue, and return of serviceable material.
- Organizations can create their own HAZMART, in which case they must adhere to the same rules as an LRS-operated one.
Ordering HAZMAT
- Shops need a completed and approved AF Form 3952 for HAZMAT orders.
- Requests for new HAZMAT items require the AF Form 3952 approval process before ordering.
- Requests are routed to relevant agencies (Safety, Environmental, Fire Department).
- Changes to the AF Form 3952 require a new submission.
- MC processes the PO to HAZMART, and after receiving, issues the item to a Work Task (WT) or Work Group (WG), updating NexGen with the appropriate details.
- MC maintains a list of authorized HAZMAT.
Hazardous Waste (HAZWASTE)
- MC does not handle or dispose of HAZWASTE generated by WGs; WGs are responsible for their own waste.
- MC arranges for disposal of outdated HAZMAT.
- For U-Fix-It program materials (like paint), the issuing organization's FM (Facility Manager) is responsible for disposal.
- AF Form 3952 approval is required for HAZMAT items like fluorescent/incandescent bulbs.
- Compliance with HAZMAT and HAZWASTE directives (installation, state, federal) is mandatory.
HAZMAT Directives
- WGs and MC must adhere to established HAZMAT rules, encompassing authorization, use, and disposal.
- MC coordinates with the HAZMART for information pertaining to HAZMAT authorizations, issues, procurement, and disposal, and updates NexGen.
- Unused HAZMAT is returned to the HAZMART.
- AFI's, AFMAN's, and relevant handbooks, playbooks, and local procedures provide HAZMAT standards and additional directives.
- Key directives and handbooks include: AFJMAN 23-209, AF Handbook 23-123, DAFMAN 23-122, AFI 90-821, DAFI 48-145, DAFMAN 91-203.
- SDS (Safety Data Sheet) must be kept near relevant storage areas.
