Assessing State Strength
- Practitioners should assess the strength and coherence of the state in a particular country to successfully introduce and carry out governance interventions
- Mick Moore's typology of political systems characterizes different kinds of states, their institutional, organizational, and legitimacy characteristics, and the kinds of policies they are likely to have in place
Reform Process
- The reform process includes how issues come to be part of public agendas, how they are designed, what factors affect how they are negotiated, agreed to, or rejected, and what conditions influence whether they can be implemented and sustained over time
- Each phase of the reform process is an arena in which characteristics of the context and of the content of the initiative come into play
Good Governance
- The current good governance agenda is additive rather than analytic
