Definitions

• Inspection: When handling motor vehicle business, inspectors use traffic safety laws and regulations as the standard vehicles.
• Inspector: Personnel with knowledge and skills who are trained and certified, authorized to perform vehicle inspections.

Inspector Qualification Management

• All personnel engaging in motor vehicle inspection work must have an inspector qualification certificate
• Inspectors are classified as primary, intermediate, and senior
• Primary inspectors can inspect motorcycles, small and mini passenger cars, light and mini trucks, and low-speed vehicles
• Intermediate inspectors can inspect all types of motor vehicles
• Senior inspectors can inspect all types of motor vehicles, investigate suspected vehicles, submit preliminary reviews of non-compliant vehicle products
• The Ministry of Public Security Traffic Management Bureau is responsible for organizing training and examinations for senior inspectors, and issues qualification certificates
• Provincial public security traffic management departments are responsible for training, examining, and issuing qualification certificates for intermediate and primary inspectors
• Inspector qualification certificates are valid for three years and must be reviewed annually
• Provincial public security traffic management departments should refine inspector qualification management

Inspection Items

• Verification of vehicle standard photograph, determining vehicle type, body color, and number of passengers allowed
• Basic information: VIN, engine (motor) number, vehicle brand and model
• Main features: license plate (frame), vehicle appearance, tire condition
• Required items based on vehicle type and usage
  • Triangular warning sign (for vehicles except three-wheeled cars without cabs)
  • Safety belts (for passenger cars) curb weight for certain trucks
  • Retroreflective markings, vehicle rear marking plates
  • Side and rear underride protection devices cargo
  • Fire extinguishers
  • Traveling data recorder
  • Emergency exits and hammers
  • External markings

Change Registration

• Verification of VIN, engine number, vehicle body color, license plate
• Should comply with the provisions of 5.1.2 d), e), i), and j) to inspect the motor vehicle.
• Inspection of vehicles with quality problems that replace the whole vehicle shall be carried out in accordance with the provisions of 5.1.
• For the inspection of transferred motor vehicles, inspect the motor vehicle according to the provisions of 5.1.

Other business

• Vehicles for transfer registration and non-professional school buses that apply for transfer registration shall be inspected in accordance with the provisions of 5.1.

Work Requirements

• Traffic management departments should inspect motor vehicles in special inspection areas
• Special inspection areas should have good visibility, and space.
• Special inspection area is equipped with video monitoring system, inspection tool cabinet (box)

Special circumstances

• Detailed record of the vehicle's basic information
• Transfer to relevant departments for handling vehicles that are suspected of being stolen, smuggled, illegally modified

Inspection Supervision

• Traffic management departments should conduct supervision of motor vehicle safety technical institutions
• The Public Security Bureau of the municipality should establish and use a center to be managed by specialized workers and motor vehicle safety inspection.
