Air Force Installation and Mission Support Center (AFIMSC)
- Established in February 2014 by the Air Force Secretary and Chief of Staff.
- Resulted from a Secretary of Defense decision in 2013 to push for efficiency reforms across the DoD.
- Key aim is to reduce major headquarters within the Department of Defense.
Functional Area Manager (FAM)
- Individual accountable for the management and oversight of personnel and equipment in a specific functional area.
- Supports operational planning and execution.
FAM Roles and Responsibilities
- Develops and reviews Air Force (AF) and Major Command (MAJCOM) policies.
- Provides guidance considering the commander’s needs, implementability, impact on the supporting command, and readiness enhancement.
- Must understand Air Force doctrine and relevant planning policies and systems.
Unit Type Codes (UTC) Management
- Responsible for UTC development, management, and maintenance.
- Oversees manpower and equipment force package responsibilities, registration, and maintenance of UTCs.
Readiness Reporting
- Continuously monitors readiness status of functional units.
- Utilizes DRRS and AEF UTC reporting tools for oversight.
- Initiates and reviews DOC statements to ensure compliance with AFI 10-201 reporting standards.
Operation Plan Development (OPLAN)
- FAMs engage in Time-Phased Force and Deployment Data (TPFDD) management processes.
- Responsible for verifying sourcing of OPLAN TPFDD during command reviews.
Source Requirements
- Utilizes DCAPES and Air Force Verification Capability for sourcing and verification of forces.
Shortfall and Reclama
- Shortfall: Represents the gap between required resources and available resources for mission accomplishment.
- Reclama: A formal process to request reconsideration of decisions made by authorities.
Execution Activities
- FAMs ensure TPFDD accurately reflects the resources that actual units will deploy.
Posturing UTCs from Authorization
- Involves prioritizing and sequencing UTCs based on units' authorizations.
- FAMs provide guidance to maximize postured UTC numbers, specifying additional required UTC capabilities as identified.
Office of FAM Oversight (OFAMO)
- AF/A3OD designates the overall Air Force OFAMO.
- Supports FAM training scheduling, determines additional training needs, and tracks appointment status of all FAMs across commands and agencies.
