2022 Guidelines for the Development of a Ship Energy Efficiency Management Plan (SEEMP)
- Resolution MEPC.346(78) was adopted on 10 June 2022
- These guidelines were created to help with the development of a Ship Energy Efficiency Management Plan (SEEMP)
- The 2021 revised MARPOL Annex VI entered into force on 1 November 2022
- The 2021 revised MARPOL Annex VI contains amendments for mandatory goal-based technical and operational measures
- Regulation 26 of MARPOL Annex VI requires each ship to maintain a Ship Energy Efficiency Management Plan (SEEMP)
- The 2016 Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP) were adopted by resolution MEPC.282(70)
- The 2022 Guidelines were developed by reviewing the draft 2022 Guidelines, as well as the 2016 Guidelines
- The Committee adopted the 2022 Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP) as shown in the annex
- Administrations were invited to consider the Guidelines in developing and enacting national laws that implement MARPOL Annex VI, regulation 26
- Parties to MARPOL Annex VI and other Member Governments were requested to inform masters, seafarers, shipowners, ship operators and other interested parties about these guidelines
- The 2016 Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP), adopted by resolution MEPC.282(70), are revoked
- A review of technical and operational measures is required for reducing the carbon intensity of international shipping by 1 January 2026
- Part I, Part II, Part III of the SEEMP guide structure
