- Passenger trains must not exceed 59 MPH and freight trains 49 MPH, unless otherwise restricted

Operating in a Specified Direction
- To reverse direction in non-signaled DCS territory, a train with Form D line 2 authority must:
- Obtain another Form D, line 2
- Obtain verbal permission from the Dispatcher to proceed at Restricted Speed to a specified location, not beyond the last reported clear point, with a crew member at the leading end
- Proceed at Restricted Speed, preceded by a crew member, but not beyond the last whole mile post or station
- If operating against the current of traffic, receive verbal authorization from the Dispatcher to operate with the current of traffic per ABS rules, after the Dispatcher ensures track is clear of opposing movements and cancels Form D line 2
Clearing DCS Territory
- A line 2 authority is fulfilled when a train operating in a specified direction clears its limits
- Clearing also occurs when a train leaves the designated track at a hand-operated switch, and restores the switch to its normal position
- A new Form D is required for further movement
Operating in Both Directions
- Trains with Form D line 2 authority for both directions have exclusive track occupancy and can operate in either direction
- Dispatcher must not authorize other movements within the line 2 limits, until the line 2 authority is cancelled
- Switches within the limits can be left reversed and unattended, the Conductor must ensure all switches used are locked in normal position before Form D cancellation
- Relieved crews must inform the new crew of any reversed switches if physical contact is possible; otherwise, the Dispatcher must be notified, and the new crew must check with the Dispatcher
Reporting to Dispatcher
- Train crews must promptly notify the Dispatcher when their train has:
- Entered DCS territory, except at an interlocking, controlled point, or TBS
- Cleared line 2 authority limits in a specified direction, except at an interlocking station or TBS, or when verbally relieved by the Dispatcher
IMPORTANT
- The Dispatcher must not rely on panel board indication lights to verify track clearance
- Trains may be reported clear of DCS territory or "complete by" intermediate points only after employee verification by:
- Observing the marker or last car number
- Observing the telemetry device indication on the head end, ensuring brake pipe continuity 3 miles beyond the clearing point
- Using distance measuring equipment, and an end-of-train device
- Receiving a correct axle count from an equipment defect detector, matching a previous count or crew member count
- Receiving Automatic Equipment Identification (AEI) data correctly identifying the last car or marker number
ABS Failure: Non-signaled DCS Substitution
- Bulletin Order or Form D line 6 may substitute non-signaled DCS rules when an ABS failure occurs
- All affected trains and Operators require a copy of Form D line 6 or the Bulletin Order
- Before issuing Form D line 6 or the Bulletin Order, the Dispatcher must:
- Place Interlocking and CP signals governing entrance to the affected limits in Stop position
- Apply blocking devices to switch and signal controls leading to the affected limits
- Interlocking or CP signals can authorize movements with Form D line 2 authority, governing movement within interlocking limits
- Signals must be immediately restored to Stop position and blocking devices reapplied after the head end passes
Rules-in-effect
- ABS and CSS rules are suspended when non-signaled DCS rules substitute for ABS
Highway Grade Crossings
- Trains must stop and provide on-ground warning at highway grade crossings equipped with automatic warning devices unless:
- The automatic warning device has been operating for at least 20 seconds
- Gates are in the horizontal position
- The leading end of the movement must not exceed 15 MPH over the crossing
Form D Line 7: Interlocking or Controlled Point Removed from Service
- Interlocking and controlled point signals remain active unless specified otherwise by Bulletin Order or Form D line 7
- Before issuing Form D line 7 or a Bulletin Order, the Dispatcher must ensure switch points are spiked or wedged for the route to be used
- A Form D line 1 or Bulletin Order item is needed to indicate speed over a diverting route
- Interlockings involving movable bridges or railroad crossings at grade must not be removed from service in this manner
