Study Notes
Promotion Eligibility
- To be eligible for promotion, firefighters must meet the requirements listed in the job description for the position.
- Eligibility is determined by the date of hire into a bargaining unit position or rank. This may be different from the seniority date.
- Members must meet the years of service and rank by October 1st of the testing year.
- In addition to job description requirements, personnel must meet training standards outlined by the department.
B-List Eligibility
- The department may determine if a rank requires a "B-List" to minimize repeated testing.
- When a "B-List" is needed, it will be announced with the study materials by July 1st.
- Personnel not eligible to test in the current cycle but eligible in the next cycle (2 years later) are eligible to test and be placed on a "B-List."
- SMEs (Subject Matter Experts) will be chosen from personnel holding the rank that is being tested or a higher rank.
- SMEs will validate written test questions and help develop assessment center components.
- Individuals interested in being SMEs must submit their information by July 15th.
- Selected SMEs sign a letter relinquishing their ability to test in the current promotion process and a confidentiality document.
- SMEs are not allowed to help train candidates, and candidates cannot seek assistance from SMEs.
Posting
- Notification of test dates will be sent at least 30 days prior.
- Actual test dates may be dependent on the availability of the third-party vendor.
Process Management and Oversight
- A third-party vendor manages, oversees, or delegates the administration and scoring of all portions of the testing process.
- An IAFF Union Representative, not participating in the promotion process, will be present during the written test, attend assessment center evaluator training, and be available for consultation with management during the assessment center.
- The Union Representative and SMEs will not be in the room or immediate vicinity of the testing location.
Engineer Qualification Course Components
- The components and weight of this course are detailed in Department Engineer Academy Policy #201-014.
Assessment Center Components and Weights
- Lieutenant: Tactical Scenario, Role Playing, Structured Oral Interview (all are weighted equally)
- Captain: Tactical Scenario, Written Exercise, Structured Oral Interview (all are weighted equally)
- Battalion: Tactical Scenario (all are weighted equally)
- Commander: In/Out Basket, Community Presentation/Public Speaking
Education Bonus Points
- Candidates with degrees must submit transcripts to the HR Fire Department Employment Specialist.
- Points are awarded for the highest degree or hours earned from an accredited institution.
- Doctorate: 10 points
- Master's: 8 points
- Bachelor's: 6 points
- Associate's: 4 points
- 40+ hours of credit: 3 points

Service Credit (Bonus Points)
- Service credit is awarded from the date of hire into a bargaining unit position up to October 1st of the test year.
- Credit is only given for complete years of service.
- Service credit is awarded at 0.5 points per year.
- Breaks in service are not counted, only consecutive service years are.
Scoring
- The maximum amount of Bonus Points a candidate can earn is 23.5.
- Bonus points are added to the scores of candidates who successfully complete the Written Test and Assessment Center/Engineer Qualification Course.
- Points are given for the Arduous Pack Test, education, and service credit.
- Candidates are notified of their bonus points and can dispute them within 10 business days.
- Information listed in the application for Education will be validated against the official transcript.
- Failure to have an official transcript on file will eliminate the points awarded for education.
Written Test Review
- Candidates complete the written test and score it themselves.
- Issues or disputes with questions must be resolved before candidates leave the test site.
- All materials from the reading list are available at the test site.
- Disputes are sent to the third-party vendor for determination.
- Official scoring is done by the third-party vendor within one week of the test.
- The final score is validated by the third-party vendor.
- Any changes to the score are discussed between the Union Representative, the member, and the Deputy Chief of Administration.
Written Exam (WE) Score
- The written exam is managed by the third-party vendor.
- The Written Exam score is weighted at 50% when calculating the WE/AC Combined Score.
- Each question is worth 1 point.
- The minimum passing score is 70%. Candidates scoring below 70% fail and are eliminated from the process.
Assessment Center (AC) Scoring or Engineer Qualification Course
- Scoring is managed by the third-party vendor.
- All three assessment center exercises or Engineer Qualification Course components are weighted equally (1/3 each).
- The minimum passing score is 70%. Candidates must also score at least 60% on each component.
- Scores below 70% overall or below 60% on any component result in failure and elimination from the process.
- The Assessment Center or Engineer Qualification Course score is weighted at 50% in calculating the WE/AC Combined Score.
Publishing Scores
- The third-party vendor produces final reports for each candidate who attended the assessment center.
- The reports summarize performance and include feedback from assessors.
