Purpose of the Guideline
- Increase firefighter safety by establishing accountability systems for personnel operating at emergency incidents.
- Ensure compliance with NFPA 1561 and Texas Commission on Fire Protection regulations.
Applicability
- All Spring Fire Department personnel must comply with this guideline.
- Applies to all department personnel, with accountability established by the Incident Commander (IC) when personnel are in hazard areas.
Definition of Passport System
- The passport system includes an apparatus card and individual nametags.
- Nametags are color-coded by rank and contain personnel name and rank.
- Apparatus card holds nametags of personnel assigned to that apparatus used for accountability purposes.
Nametag Usage
- Personnel place nametags on their apparatus card when reporting for duty.
- Two nametags are stored under the helmet brim.
- Individuals are responsible for maintaining an adequate number of nametags and updating them as needed.
Fireground Accountability System
- Every member is responsible for firefighter safety and personnel accountability.
- This system continuously monitors the status of all emergency personnel during incidents.
- It is initiated at all incidents involving hazardous areas, multiple company responses, or as directed by the IC.
Accountability System Responsibilities
- Supervisorial personnel are still responsible for knowing the location and function of personnel under their direct supervision.
- Primarily used for tracking personnel but may also be used for resources depending on the incident size.
- All members of the organization are responsible for participating in the system.
Passport System Procedures
- The passport should remain on the apparatus if it's the only unit on location.
- First-arriving apparatus operator handles the passport and becomes the accountability location.
- Subsequent arriving companies deliver their passport to the first-in apparatus operator, Division Supervisor, or Support Officer for accountability in the hazard zone.
- If a company is the first assigned to a different side of an incident, their apparatus becomes the accountability location for that side.
- All subsequent companies deliver their passport to the designated accountability location.
Ongoing Accountability Procedures
- Routine accountability includes periodic reporting, visual observation, or PARs.
- Communication is done through standard radio traffic and specific reports:
- CAN Report: Conditions, Actions, & Needs
- Status Change: Company relocating or leaving an area
- Priority Traffic:
- Emergent changes in the hazard zone
- Inability to complete an assignment
- Actions/activities changing the Incident Action Plan (IAP)
- Strategic Shift: Offensive to Defensive strategy change
Personnel Accountability Report (PAR)
- PARs are conducted every 15 minutes at structure fires for accountability.
- Conducted after any change in conditions impacting firefighter safety and after ordering members to exit/abandon a structure.
- A PAR is conducted continuously throughout incident operations for each company, division, or group in a hazard zone.
- Company Officers maintain task-level personnel accountability (voice, vision, and touch).
- Division Supervisors maintain tactical-level accountability (access control and passports).
- The IC maintains strategic-level accountability by knowing the position and function of all assigned resources.
- Loss of personnel accountability at any level is considered a Mayday.
