Professional Appearance Policy
- Purpose: Establish guidelines for personnel to project a professional image to the public.
- Updates: Responsibility of the Deputy Chief of Administration and PPM Committee, under Fire Rescue Administrator's authority.
- Authority: Fire Rescue Administrator, Pride and Protocol Uniform Essentials Guide, Respiratory Protection Program (PPM FR-S-301).
- Scope: Applies to all Palm Beach County Fire Rescue personnel and reservists.
- Attachments: Professional Appearance Appeals Request form (Attachment A).
- Policy: All personnel must maintain a neat and professional appearance while on duty or at Fire Rescue-sponsored events in uniform.
- Supervisors' Responsibility: Immediate supervisors are responsible for ensuring personnel adhere to professional appearance standards.
- Management's Right to Determine: Management determines if standards are met.
- Discrepancy Resolution: Personnel may appeal to the Appearance Board for review if they disagree with management's decision.
Grooming Standards
- Hair: Conservative, evenly trimmed, and well-groomed. Proportional tapering. Does not interfere with PPE (personal protective equipment). Specifically:
- Front hair no lower than eyebrows.
- Side hair above ear canal opening.
- Back hair no lower than collar's bottom edge.
- No designs, carvings.
- Natural hair color.
- Neat under hats / caps, non-protruding.
- Operations personnel - hair secured to avoid impeding operations.
- Males - no pony tails.
- Facial Hair:
- Clean-shaven, with uniform trim (for all except Support Services).
- No facial hair touching or between face and respirator / SCBA mask seal.
- Sideburns uniform, neatly trimmed, not excessively heavy or bushy, not below earlobe nor forward to impede respirator seal.
- Beards and goatees (including lip beards) prohibited for uniformed personnel except Support Services (neatly trimmed for safety, prohibits designs, beads, or jewelry, and braiding.
- Mustaches allowed if neatly trimmed, non-bushy, not growing into a beard, adhering to natural lip contour, not touching / interfering with respirator / SCBA mask seal.
- Fingernails: No more than ¼ inch extending past fingertips to avoid compromising protective gloves.
- Personal Hygiene: Good personal hygiene expected; colognes / scented products used sparingly.
- Cosmetics: Discouraged for operations personnel. If used must be natural colors only.
Jewelry and Body Ornamentation
- General: No visible or exposed body ornamentation while on duty, in uniform, or representing Fire Rescue.
- Jewelry: Secured under clothing (necklaces inside shirt). Concealed jewelry should be avoided because of risk of heat collection, electrical conduction, and snagging.
- Earrings: Not permitted for duty (except female administrative personnel, who may wear post style earrings with ¼ inch diameter or less on a single lobe; no ear plugs, stretched/ringed earlobes).
- Piercings: Large, obviously visible, or anatomically abnormal piercing holes are prohibited; implants causing abnormal appearances are not permitted.
Tattoos
- Restrictions: New tattoos on the head, neck, face, and hands are prohibited.
- Existing Tattoos: Existing visible tattoos of this nature must be declared prior to policy revision effective date (with written notice).
- Offensive Tattoos: Visible tattoos depicting sexual conduct, discrimination, intolerance, or advocacy of such are prohibited. Detrimental to good order and discipline are not permitted.
Dress Code
- Uniforms: Issued according to CBA and policy; to be laundered, pressed, and in good repair.
- On Duty, or at Functions: Approved uniform to be worn.
- Off Duty - Specific Events: (e.g., county training, meetings) requires stricter attire - no shorts, cut-off jeans, flip-flops, tank tops, or clothing with offensive images / slogans.
- Off Duty - General: Class A, B, C, and D uniforms not to be worn off duty, unless a Fire Rescue sanctioned function.
- Specific Occasions:
- Public Education / Safety Inspections / Presentations / Classroom Training: Clean, pressed uniform required.
- Investigations / Training & Safety Division: Specific uniform allowed according to work needs (jumpsuits, Arson Task Force T-shirts, “undercover”).
- Fitness Training: Fire Rescue approved T-shirts, Shorts, Sweat suits; appropriate footwear required.
- Urban Search/Rescue Team/ SpecialOps use of approved team T-shirts for approved training or deployment / dirty training.
- Individual Battalion Logos on T-shirts: Approved by Deputy Chief of Operations; Limited to 4 ½" logo on upper left front only, non-Fire Rescue-issued.
- Uniform Maintenance: Personnel responsible for uniforms' condition; must be in good condition (no tattered, torn, severely faded, or faded insignia).
- Property: Uniforms and insignia are Fire Rescue property and require appropriate authorization for use.
- Wearing Insignia: Restrictions on when insignia can be worn (not for endorsing commercial products, political candidates, or if could discredit the county).
- Uniform Shirts: Always tucked-in.
- Footwear: Black shoes/boots, (patent leather shoes acceptable); heels no more than 1"; clean and shined. Boots zippers / laces must be fastened; pants not bloused into boots.
- Belts: Black and in good condition, clean and shined.
- Badges/Pins/Insignia: Issued or sanctioned by Fire Rescue; neatly polished.
- Sunglasses: Non-ornate style, neutral frame; not worn indoors.
Other Uniform Considerations
- Traveling to/from Duty: Wearing is allowed as long as the complete uniform complies with the overall policy and there is no mixing of uniform items with civilian attire.
- Reporting of Loss/Damage/Theft: Inform Fire Rescue as outlined in PPM FR-T-302 (Property Damage & Liability Injury Reports).
Operational Personnel Uniform Classes (A, B, C, D)
- Detailed description of requirements for each Class (A, B, C, and D): Specifics like color, sleeve length, shirt/pants types, undershirts, belts, shoes, hats, badges, and insignia, and restrictions
Administrative Personnel
