Personal Protective Equipment (PPE)
- All Spring Fire Department members receive specific PPE upon their initial visit to the Quartermasters Department.
Initial Issuance of PPE

Structural firefighting gear includes:
- Two structural firefighting coats
- Two pairs of structural firefighting pants (with one belt)
- One pair of structural firefighting boots
- One structural firefighting helmet
- Two structural firefighting hoods
- Two pairs of structural firefighting gloves

Other gear includes:
- One Scott SCBA mask
- One set of rescue gloves
- One reflective traffic vest
- One gear bag
- One department-issued helmet camera (for officers only)
- One pair of work gloves
Rescue Team PPE
-
Rescue Team PPE includes:
- One equipment bag
- One harness
- One dry suit
- One pair of water shoes
- One life jacket
- One helmet with light
- One pair of rope gloves
Non-Issued PPE
- Non-issued PPE can only be worn with written permission from the Deputy Chief of Support Services.
Wildland Gear
- Department-issued wildland gear is available.
- Acceptable wildland garments meet or exceed NFPA or the United States Forest Service standards.

Boot specifications:
- Members wearing pull-on boots should be aware of the reduced ankle support and the increased risk of ankle injuries.
- Steel toes and insoles are not recommended.
- Soles must be non-skid rubber work soles, not thin dress style soles.
- Boots should be at least eight inches high and lace-up style.
Approved Non-Issued Helmets
- The following helmets are approved for use in place of or in conjunction with department-issued PPE
- Phenix TL2
- Cairns N6A Sam Houston
- Cairns Classic 1000, 1010, 1044
- Cairns 660 (orange helmet only)
- Morning Pride Ben Franklin 2 or 3
- Morning Pride EV1
- Morning Pride Lite Force (orange helmet only)
Approved Hoods
- Only department-issued hoods are permitted.
Helmet Placards
- Helmet placards indicate rank (i.e., Cadet, Firefighter, Apparatus Operator, etc.).
- Other types of helmet placards are prohibited.
- Members who wish to purchase their own helmet placard must adhere to department specifications and obtain prior written permission from the Deputy Chief of Support Services.
Helmet Liner Inspections
- Helmet liners are inspected annually after three years of service.
- Inspections are also conducted whenever routine inspections reveal potential damage.
- Inspection findings are documented.
Cleaning PPE
- All members are responsible for routine cleaning of soiled or contaminated PPE.
- Cleaning protocols follow NFPA 1851 guidelines for three cleaning types: Routine Cleaning, Advanced Cleaning, and Specialized Cleaning.
- Cleaning procedures should follow the manufacturer's recommendations.
Cleaning Practices

Prohibited practices:
- Chlorine bleach or chlorinated solvents shall not be used for cleaning or decontamination.
- Heavy scrubbing or spraying with high-velocity water jets (pressure washer) shall not be used.
- Contaminated PPE requires evaluation at the incident scene to determine if isolation is necessary.
Routine Cleaning

Routine Cleaning should ideally be completed at the incident scene:
- Loose debris is brushed off with a broom or soft bristle brush.
- Mitigation techniques are followed, with dry mitigation preceding wet mitigation.
- All ensemble elements are isolated and bagged.
- Ensemble elements should also not be transported in the passenger areas of the apparatus.
PPE Exposure Reduction

Exposure Reduction:
- Ensembles exposed to specific contaminants require preliminary Exposure Reduction:
- Bulk chemicals
- Asbestos
- Bodily substances
- Microbial contamination
- Products of combustion from a structural or other fire
- Soiled but not contaminated ensembles require advanced cleaning.
- Ensembles exposed to specific contaminants require preliminary Exposure Reduction:
Handling, Cleaning, and Disposition of PPE
- Ensembles and ensemble elements must be evaluated by the wearer or a designated individual (Company Officer, District Chief, or Quartermaster) for application of preliminary exposure reduction, cleaning, disinfection or sanitization after each use.
CBRN Contaminated PPE
- Ensembles contaminated with CBRN terrorism agents are immediately retired and not subject to cleaning.
- CBRN contaminated ensemble elements are doffed as soon as possible, bagged, and disposed of as hazardous waste in accordance with federal, state, and local regulations.
Lost or Misplaced PPE
- Members who lose or misplace PPE are responsible for notifying a Spring Fire Department Officer or District Chief on duty.
- Lost or misplaced PPE items must be reported to the Quartermaster and Deputy Chief of Support Services
- A lost or misplaced item must be replaced.
- The Spring Fire Department Officer or District Chief on duty must request the replacement item(s) through the Quartermasters group, via email.
- Members will not be authorized to respond to emergency incidents until replacement PPE is issued.
Stolen PPE
- Members whose PPE is stolen must immediately notify a Spring Fire Department Officer or District Chief on duty and file an official police report.
- The case number from the police report must be provided to the Spring Fire Department Officer or District Chief on duty and then to the Quartermaster and Deputy Chief of Support Services.
- The department will obtain a copy of the police report and issue replacement items.
- The Spring Fire Department Officer or District Chief on duty must request replacement items through email.
- Members will not be authorized to respond to emergency incidents until replacement PPE is issued.
Disciplinary Action
- Failure to adhere to this guideline may result in disciplinary action, up to and including termination.
