Licensing and Eligibility

To become a licensed Football Agent, an individual must:
- Not have been suspended for two or more years by a sports body.

A former licensed agent can be exempt from the exam by complying with Article 7 of the FFAR.

Ongoing Licensing Requirements
- Licensed agents are subject to ongoing licensing requirements in the FFAR.
- They must earn a certain number of credits per continuing professional development calendar year for five years.
Exemption from Exam
- Candidates do not need to have been registered as an intermediary continuously between 1 April 2015 and the date the FFAR was approved.
- They must provide evidence of one intermediary registration (e.g. one transaction) between 1 April 2015 and the approval date of the FFAR.
Transition Period
- Intermediaries registered between 1 April 2015 and the date of the FFAR approval must become licensed as Football Agents during the nine-month transition period (from 9 January 2023 to 30 September 2023).
- They can continue to operate as intermediaries during the transition period.
- They have two chances to attempt to pass the exam during the transition period.
Post-Transition Period
- After 1 October 2023, the role of an intermediary will no longer exist.
- Intermediaries must follow the licensing procedure and take the exam or apply for a licence through the National Law Path.
Licence Suspension and Termination
- A Football Agent can voluntarily suspend their licence at any point for a justified reason.
- During the suspended period, they can no longer act as Football Agents.
- A Football Agent licence can be terminated voluntarily or by FIFA decision for regulatory reasons.
- An individual who voluntarily terminates their licence may reapply for a licence at a later date by completing the full application process.
