Study Notes

Registration of Players

  • Each association must have an electronic player registration system, which assigns a FIFA ID to each player when they are first registered.
  • A player must be registered at an association to play for a club, either as a professional or an amateur.
  • Only electronically registered players with a FIFA ID are eligible to participate in organized football.

Registration Rules

  • A player can only be registered with one club at a time.
  • A player can be registered with a maximum of three clubs during one season.
  • A player can only play official matches for two clubs during one season, except in cases where they move between clubs with overlapping seasons.

Registration Periods

  • Players can only be registered during two annual registration periods fixed by the relevant association.
  • The first registration period can begin as early as the day after the previous season ended and must not be shorter than 8 weeks or longer than 12 weeks.
  • The second registration period must occur in the middle of the season and must not be shorter than 4 weeks or longer than 8 weeks.

Exceptions to Registration Periods

  • Professional players who have unilaterally terminated their contract with just cause or whose contract has been unilaterally terminated without just cause by their club can be registered outside a registration period.
  • Professional players whose contract has naturally expired or been mutually terminated prior to the end of the registration period can be registered with the engaging club after the expiry of the respective registration period.
  • Female players can be registered outside a registration period to temporarily replace another female player who has taken maternity leave.

International Transfer Certificate

  • Players registered at one association can only be registered at a new association once the latter has received an International Transfer Certificate (ITC) from the former association.
  • The ITC must be issued free of charge without any conditions or time limit.
  • The association issuing the ITC must lodge a copy with FIFA.

Loan of Professionals

  • A professional can be loaned for a predetermined period by their club to another club on the basis of a written agreement.
  • The loan agreement must define the terms of the loan, including its duration and financial conditions.
  • The professional and the new club must sign a contract covering the duration of the loan.

Restrictions on Loaning

  • A club can have a maximum of six professionals loaned out at any given time during a season.
  • A club can have a maximum of six professionals loaned in at any given time during a season.
  • These limitations do not apply if the loan occurs before the end of the season of the former club in which the professional turns 21, and the professional is a club-trained player with the former club.
