- ESS4 addresses health, safety, and security risks on project-affected communities and Borrowers' responsibility to avoid/minimize such risks, especially for vulnerable groups.
Objectives
- Anticipate and avoid adverse impacts on affected communities' health and safety throughout the project life cycle.
- Promote quality and safety, and climate change considerations in infrastructure design and construction (including dams).
- Minimize community exposure to project-related risks (traffic, road safety, diseases, and hazardous materials).
- Establish effective measures to address emergency events.
- Ensure personnel safeguarding.
Scope of Application
- The applicability of this ESS is determined during the environmental and social assessment (ESS1).
- This ESS addresses potential risks and impacts on communities affected by project activities.
- Occupational health and safety (OHS) requirements for project workers are detailed in ESS2.
- Measures to avoid negative impacts on human health and the environment due to existing or potential pollution are detailed in ESS3.
Community Health and Safety
- Borrowers must evaluate project risks and impacts on the health and safety of affected communities, including vulnerable groups.
- Borrowers will identify, and propose mitigation measures based on the mitigation hierarchy, risks and impacts.
- Infrastructure and equipment design and safety must comply with national legal requirements.
Safety of Services
- Borrowers will establish and implement appropriate quality management systems to anticipate and minimize risks to community health and safety from project services.
- The concept of universal access will be applied where technically and financially feasible.
Traffic and Road Safety
- Borrowers will identify, evaluate, and monitor project-related traffic and road safety to workers, affected communities, and road users throughout the project life cycle.

- Exercise special care by modifying, substituting, or eliminating hazards, including those present in existing project infrastructure.
Emergency Preparedness and Response
- Identify and implement measures to address emergency events arising from natural and man-made hazards.
- Implement operating procedures, extreme weather planning, and coordinated measures to minimize the impact on community health and safety.

Security Personnel
